【摘要】：海洋生態(tài)安全是浙江生態(tài)安全的重要一環(huán),想要精確地掌控海洋開發(fā)的程度,需要客觀地評(píng)估當(dāng)前的海洋生態(tài)狀況。本文在眾多學(xué)者的研究基礎(chǔ)上,闡述了海洋生態(tài)安全的內(nèi)涵和特性,在遵循指標(biāo)選擇原則和比較評(píng)價(jià)模型的優(yōu)劣之后,構(gòu)建了基于PSR模型的指標(biāo)體系,并且通過層次分析法,對(duì)近年的浙江海洋生態(tài)安全大體狀態(tài)進(jìn)行了綜合評(píng)價(jià)。結(jié)果表明,浙江海洋生態(tài)安全綜合指數(shù)總體上在波動(dòng)中上升,偶爾有所下降,浙江海洋生態(tài)安全當(dāng)前處于一般狀況。結(jié)合浙江海洋生態(tài)安全影響機(jī)制的分析,生態(tài)安全調(diào)控措施主要是三個(gè)方面,分別是減弱生態(tài)安全壓力、修復(fù)生態(tài)功能和加強(qiáng)響應(yīng)效率。減弱生態(tài)安全的壓力,開發(fā)海洋資源時(shí)要有節(jié)制地進(jìn)行,在看待經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步和生態(tài)安全三者之間關(guān)系時(shí),要從一種長(zhǎng)遠(yuǎn)的角度來進(jìn)行。為了實(shí)現(xiàn)生態(tài)安全這個(gè)目的,首先就要從思想上重視環(huán)境污染,不僅對(duì)已經(jīng)發(fā)生的現(xiàn)象進(jìn)行治理,還要嚴(yán)格地控制污染源,把污染制止在源頭;同時(shí)對(duì)浙江海洋進(jìn)行生態(tài)修復(fù),使海洋公園和自然保護(hù)區(qū)的作用完全發(fā)揮出來;完善生態(tài)補(bǔ)償機(jī)制,可以最大程度地應(yīng)對(duì)資金短缺問題和濫用海洋資源的問題;增加生態(tài)響應(yīng)效率主要是通過完善管理體制建設(shè),加大執(zhí)法力度,提高公眾的生態(tài)意識(shí)。
[Abstract]:Marine ecological security is an important part of ecological security in Zhejiang Province. In order to accurately control the extent of marine development, it is necessary to objectively evaluate the current marine ecological situation. Based on the research of many scholars, this paper expounds the connotation and characteristics of marine ecological security. After following the principle of index selection and the advantages and disadvantages of comparative evaluation model, the index system based on PSR model is constructed, and the analytic hierarchy process (AHP) is adopted. The general state of marine ecological security in Zhejiang Province in recent years is comprehensively evaluated. The results show that the comprehensive index of Zhejiang marine ecological security is rising in general and decreasing occasionally, and the marine ecological security of Zhejiang is in a general situation at present. Based on the analysis of the impact mechanism of marine ecological security in Zhejiang Province, the main measures of ecological security regulation and control are as follows: reducing the pressure of ecological security, repairing ecological function and strengthening the response efficiency. In order to reduce the pressure of ecological security, we should carry out the exploitation of marine resources with restraint. When we look at the relationship among economic development, social progress and ecological security, we should proceed from a long-term perspective. In order to realize the purpose of ecological security, we should pay attention to the environmental pollution from the ideological point of view, not only to control the existing phenomena, but also to strictly control the pollution sources and stop the pollution at the source. At the same time, the ecological restoration of Zhejiang ocean can bring into full play the role of ocean park and nature reserve, improve the ecological compensation mechanism, can deal with the shortage of funds and the abuse of marine resources to the greatest extent. To increase the efficiency of ecological response is mainly to improve the ecological consciousness of the public by improving the construction of management system, strengthening the enforcement of law and enhancing the public's ecological consciousness.
