【摘要】：隨著全球化、市場化和分權(quán)化的深入,我國城市空間發(fā)展處于強(qiáng)烈的重構(gòu)過程之中,因此城市空間演變與重構(gòu)的內(nèi)在機(jī)制成為學(xué)界研究的重點(diǎn)。同時(shí)由于行政區(qū)劃調(diào)整與城鄉(xiāng)空間發(fā)展密切相關(guān),圍繞城市行政區(qū)劃調(diào)整的討論也引起空前的關(guān)注。行政區(qū)劃調(diào)整實(shí)質(zhì)上意味著不同層級(jí)政府之間權(quán)力變化的過程,從而引發(fā)權(quán)力作用對(duì)象的物質(zhì)空間不斷重構(gòu)與發(fā)展。撤縣(市)設(shè)區(qū)調(diào)整的實(shí)質(zhì)可以說是政區(qū)行政范圍和政府權(quán)力的組合調(diào)整,城市行政范圍的調(diào)整通過邊界的變動(dòng)實(shí)現(xiàn),而縣(市)級(jí)政府與市一級(jí)政府之間權(quán)力的博弈最終也會(huì)體現(xiàn)在邊界的調(diào)整中。這種調(diào)整對(duì)城市空間對(duì)演化帶來了巨大的影響,但人們在研究撤縣設(shè)區(qū)時(shí)卻往往忽略了邊界劃分的不同模式選擇對(duì)城市空間的影響�；�于此,本文重點(diǎn)圍繞撤縣設(shè)區(qū)的不同劃界模式對(duì)城市空間發(fā)展的影響展開研究。文章將撤縣設(shè)區(qū)歸納總結(jié)為三種劃界模式:整建制拼合式、整建制包圍式、拆分包圍式;并演繹推理了不同劃界模式下對(duì)城市空間發(fā)展的影響。研究發(fā)現(xiàn):整建制拼合式下城市的空間形態(tài)被徹底顛覆,撤并后城市整體空間結(jié)構(gòu)多由單中心向多中心演變,但撤并縣(市)與原市轄區(qū)邊界空間難以融合,基礎(chǔ)設(shè)施難以互融互通,導(dǎo)致邊界空間被低效浪費(fèi),虛假城市化現(xiàn)象凸顯;整建制包圍式推動(dòng)中心城區(qū)規(guī)�？焖贁U(kuò)張,但整體空間調(diào)整依然受限,中心城區(qū)功能升級(jí)乏力,邊界空間低效浪費(fèi),邊界效應(yīng)強(qiáng)化,空間景觀品質(zhì)不佳;拆分包圍式助推城市空間由“單中心”向“帶型、多組團(tuán)、網(wǎng)狀式”的大都市區(qū)空間形態(tài)演化,中心城區(qū)空間與功能實(shí)現(xiàn)優(yōu)化組合,外圍空間品質(zhì)提升明顯,但也容易形成攤大餅式的空間問題。
[Abstract]:With the deepening of globalization, marketization and decentralization, the development of urban space in China is in a strong process of reconstruction, so the internal mechanism of urban space evolution and reconstruction has become the focus of academic research. At the same time, because the adjustment of administrative division is closely related to the development of urban and rural space, the discussion about the adjustment of urban administrative division has aroused unprecedented concern. In essence, the adjustment of administrative divisions means the process of power change among different levels of government, which leads to the constant reconstruction and development of the material space of the objects of power. The essence of the readjustment of the separation of counties (cities) into districts can be said to be the combination adjustment of the administrative scope of administrative districts and government power, and the adjustment of the scope of urban administration can be realized through the change of the boundaries. The game of power between county government and city government will also be reflected in the adjustment of the boundary. This adjustment has a great impact on urban space evolution, but people often ignore the influence of different models of boundary division on urban space. Based on this, this paper focuses on the impact of different demarcation models on urban spatial development. In this paper, three kinds of demarcation models are summed up in the paper: the integration of the whole system, the surrounding of the whole system, the split and encircling, and the deduction of the influence on the development of the urban space under the different demarcation modes. It is found that the spatial form of the whole city is completely subverted, the whole spatial structure of the city evolves from single center to multi-center, but it is difficult to merge the boundary space between the county (city) and the former municipal district. It is difficult for infrastructure to communicate with each other, resulting in inefficient waste of border space, and the phenomenon of false urbanization is highlighted. The whole system encircles the scale of central urban area to expand rapidly, but the overall spatial adjustment is still limited, and the function upgrade of central urban area is weak. The boundary space is inefficient and wasteful, the boundary effect is strengthened, the space landscape quality is not good, the urban space of the split and encircling type is changed from "single center" to "belt type, multi-group, network type", the urban space form evolves from "single center" to "multi-group, network type". The optimization combination of space and function in central urban area can improve the quality of outer space obviously, but it is also easy to form the space problem of big cake.
