【摘要】：2008年北京奧運會成功舉辦以后,北京開始把世界城市作為自己的發(fā)展目標。北京與現(xiàn)有的世界城市諸如東京、倫敦等還存在一定的差距,尤其是在外國人管理制度方面。要建設世界城市,就必須完善首都外國人管理制度,主要應從以下三方面著手:一是確立首都外國人管理的基本原則;二是建立、完善外國人管理體系,實現(xiàn)綜合化、體系化管理;三是統(tǒng)籌各部門間的分工與合作,設立統(tǒng)一管理部門。
[Abstract]:After the 2008 Beijing Olympic Games, Beijing began to take the world city as its development goal. There is still a gap between Beijing and existing world cities such as Tokyo and London, especially in the management of foreigners. In order to build a world city, it is necessary to perfect the administrative system of foreigners in the capital city, mainly from the following three aspects: first, to establish the basic principles of the management of foreigners in the capital; second, to establish and perfect the management system of foreigners; Third, coordinate the division of labor and cooperation between the departments, set up a unified management department.
