【摘要】：隨著我國改革開放進(jìn)入深水區(qū),現(xiàn)行的公安機(jī)關(guān)警務(wù)機(jī)制和警務(wù)運(yùn)作模式已經(jīng)不適應(yīng)現(xiàn)代社會(huì)的高速發(fā)展現(xiàn)狀。公安機(jī)關(guān)必須積極探索、順應(yīng)政府改革大趨勢,尋求新的警務(wù)機(jī)制和警務(wù)運(yùn)作模式以適應(yīng)社會(huì)發(fā)展需要。我國政府高度重視公安改革,推行多項(xiàng)政策推進(jìn)公安改革工作。在轉(zhuǎn)型的關(guān)鍵時(shí)刻,中央全面深化改革領(lǐng)導(dǎo)小組及時(shí)提出了全面深化公安改革的七個(gè)方面共計(jì)一百多項(xiàng)改革措施。公安改革是公安機(jī)關(guān)順應(yīng)社會(huì)轉(zhuǎn)型期政府改革的必然趨勢,體現(xiàn)了國家和社會(huì)治理現(xiàn)代化的大方向,是提高公安機(jī)關(guān)戰(zhàn)斗力和服務(wù)能力的重要手段,為公安發(fā)展提供源源不斷的動(dòng)力。筆者通過對(duì)天津市公安改革現(xiàn)狀的深入研究,發(fā)現(xiàn)天津市公安改革涉及創(chuàng)新社會(huì)治安治理機(jī)制;完善執(zhí)法權(quán)力運(yùn)行機(jī)制；深化公安行政管理改革；健全公安民警管理制度；完善公安機(jī)關(guān)管理機(jī)制等兒大方面。存在對(duì)改革的目的認(rèn)識(shí)不足、避重就輕沒有全面推行改革、基層一線民警對(duì)改革關(guān)注度不高、流于形式缺乏創(chuàng)新等問題。通過進(jìn)一步研究天津市公安改革成果,發(fā)現(xiàn)影響公安改革開展和實(shí)施效果的因素有項(xiàng)目創(chuàng)新性和實(shí)用性、項(xiàng)目實(shí)施單位、公安業(yè)務(wù)相關(guān)程度、群眾滿意度、領(lǐng)導(dǎo)的肯定和指導(dǎo)等正相關(guān)因素,以及改革的難度和阻力等負(fù)相關(guān)因素。在此基礎(chǔ)上,提出了深化天津公安改革應(yīng)遵循問題導(dǎo)向、探索創(chuàng)新、求真務(wù)實(shí)、注重調(diào)研質(zhì)量等的原則。繼續(xù)深化天津公安改革要明確工作思路、攻克難點(diǎn)不能避重就輕、著力解放警力提升警務(wù)效能、務(wù)求真實(shí)從基層穩(wěn)妥推進(jìn),從而實(shí)現(xiàn)公安工作全面深化改革的總體目標(biāo)。
[Abstract]:With China's reform and opening up into the deep water area, the current police service mechanism and operational mode of public security organs have not adapted to the rapid development of modern society. Public security organs must actively explore, conform to the general trend of government reform and seek new policing mechanisms and operational modes to meet the needs of social development. Our government attaches great importance to public security reform and carries out many policies to promote public security reform. At the critical moment of transformation, the Central leading Group for All-round deepening Reform put forward in time more than 100 reform measures in seven aspects of comprehensively deepening the reform of public security. Public security reform is the inevitable trend of government reform in the period of social transformation, which embodies the general direction of modernization of state and social governance, and is an important means to improve the fighting capacity and service capacity of public security organs. To provide continuous power for the development of public security. Based on the in-depth study of the present situation of public security reform in Tianjin, the author finds that the reform of public security in Tianjin involves innovating the mechanism of social security administration, perfecting the operating mechanism of law enforcement power, deepening the reform of public security administration, perfecting the management system of public security police. Improve the management mechanism of public security organs and other major aspects. There are some problems, such as insufficient understanding of the purpose of reform, lack of comprehensive implementation of reform, lack of attention to reform and lack of innovation in form. Through further research on the achievements of public security reform in Tianjin, it is found that the factors influencing the development and implementation of public security reform are project innovation and practicability, project implementation units, the degree of correlation between public security services, and the satisfaction of the masses. The positive and negative correlation factors of leadership's affirmation and guidance, and the difficulty and resistance of reform, etc. On this basis, the paper puts forward the principles of deepening the reform of public security in Tianjin, which should follow the guidance of problems, explore and innovate, seek truth and be pragmatic, and pay attention to the quality of investigation and investigation. To continue to deepen the reform of Tianjin's public security, we should make clear the working ideas, overcome the difficulties, and focus on liberating the police force to enhance the efficiency of the police, and to make sure that the police work can be carried out from the grassroots to a sound way, thus realizing the overall goal of comprehensively deepening the reform of the public security work.
