【摘要】： 現(xiàn)階段,我國利益主體多元化的格局已經(jīng)形成,各利益主體之間的矛盾和沖突不斷發(fā)生,矛盾積累和尖銳到一定程度,會不可避免的發(fā)生群體性事件。這是一種社會發(fā)展的必然過程和正�，F(xiàn)象,也是我國走向現(xiàn)代化必然要經(jīng)歷的過程。在研究和處置群體性事件時(shí)首先要正確區(qū)分和處理在新的歷史條件下兩類不同性質(zhì)的矛盾；要能認(rèn)識到群體性事件的發(fā)生能幫助黨和政府認(rèn)識到自身體制、機(jī)制、制度、作風(fēng)方面的問題,這能有助于深化改革、加快發(fā)展。 城市是我國經(jīng)濟(jì)、政治、科技、文化教育的中心,在社會主義現(xiàn)代化建設(shè)中起主導(dǎo)作用,居于社會系統(tǒng)的核心位置。一個(gè)地區(qū)或國家要保持穩(wěn)定必須保證城市穩(wěn)定。城市社會的穩(wěn)定關(guān)系到我國改革發(fā)展的大局,關(guān)系到人們的正常生活秩序。我國群體性事件在當(dāng)前社會轉(zhuǎn)型、經(jīng)濟(jì)轉(zhuǎn)軌時(shí)期,出現(xiàn)的頻率越來越大,城市群體性事件已經(jīng)成為影響當(dāng)前城市社會穩(wěn)定的突出問題。 本文除了緒論和結(jié)束語,共有五個(gè)部分。第一部分對城市群體性事件的現(xiàn)狀、類型和特征進(jìn)行了歸納,以對城市群體性事件有個(gè)全面的了解；第二部分對城市群體性事件的性質(zhì)和功能進(jìn)行分析,只有先對城市群體性事件定性才能接著往下研究原因和對策,而對功能的分析有助于更加深刻的認(rèn)識群體性事件,也有助于后面的研究分析；第三部分選取了兩個(gè)案例進(jìn)行分析,以加強(qiáng)研究的現(xiàn)實(shí)意義；第四部分主要分析產(chǎn)生城市群體性事件的原因,從社會機(jī)制、群眾自身和政府管理多個(gè)層面進(jìn)行分析,力求找出癥結(jié)所在；第五部分提出了有針對性的防控對策,從具體層面到制度機(jī)制層面都有所涉及。
[Abstract]:At present, the pattern of diversification of the main body of interest in our country has been formed, the contradictions and conflicts among the main bodies of interest have occurred constantly, the contradictions accumulated and sharpened to a certain extent, and the group events will inevitably occur. This is an inevitable process of social development and a normal phenomenon. In studying and dealing with group incidents, we must first correctly distinguish and deal with the contradictions of two different natures under the new historical conditions, and should be able to realize that the occurrence of group incidents can help the Party and the government to recognize their own systems, mechanisms, and systems. The problem of style of work can help deepen reform and speed up development. City is the center of economy, politics, science and technology, culture and education in our country. It plays a leading role in the construction of socialist modernization and occupies the core position of social system. To maintain stability in a region or country, it is necessary to ensure the stability of the city. The stability of urban society relates to the overall situation of reform and development of our country and to the normal order of people's life. In the period of current social transformation and economic transition, the frequency of mass events in our country is increasing, and the urban mass events have become a prominent problem affecting the social stability of cities at present. In addition to the introduction and concluding remarks, there are five parts in this paper. The first part summarizes the current situation, types and characteristics of urban mass events, in order to have a comprehensive understanding of urban group events, the second part analyzes the nature and function of urban mass events. Only the qualitative analysis of the urban mass events can be followed by the study of the causes and countermeasures, and the analysis of the function is helpful to a deeper understanding of the group events, but also to the later research and analysis. In the third part, two cases are selected for analysis to strengthen the practical significance of the study. The fourth part mainly analyzes the causes of urban mass events, from the social mechanism, the masses themselves and the government management. Try to find out the crux of the problem; the fifth part of the proposed targeted prevention and control countermeasures, from the specific level to the institutional level are involved.
