【摘要】：本文介紹了發(fā)生在20世紀(jì)八九十年代美國(guó)新澤西州歐申縣多佛鎮(zhèn)出現(xiàn)的兒童癌癥高發(fā),環(huán)保部門(mén)調(diào)查生產(chǎn)企業(yè)違法生產(chǎn)的經(jīng)過(guò)。通過(guò)召開(kāi)地方法院聽(tīng)證會(huì)、對(duì)企業(yè)負(fù)責(zé)人進(jìn)行刑事起訴和經(jīng)濟(jì)處罰、開(kāi)展水處理和污染場(chǎng)地修復(fù)、對(duì)受害人員進(jìn)行經(jīng)濟(jì)補(bǔ)償和治療等措施,生產(chǎn)企業(yè)及其負(fù)責(zé)人得到處罰,污染行為被制止和消除,受害家庭和兒童得到經(jīng)濟(jì)賠償和醫(yī)治。從防控企業(yè)環(huán)境風(fēng)險(xiǎn)、落實(shí)污染治理投融資機(jī)制、完善污染企業(yè)布局與規(guī)劃,以及加強(qiáng)環(huán)境執(zhí)法等方面總結(jié)了湯姆斯河事件對(duì)當(dāng)前我國(guó)環(huán)保工作的啟示。
[Abstract]:This paper introduces the process of high incidence of childhood cancer in Dover Town, Oshen County, New Jersey, USA in the 1980s and 1990s. The environmental protection department investigated the illegal production of production enterprises by convening a local court hearing. Criminal prosecution and economic punishment of the persons in charge of the enterprise, water treatment and rehabilitation of contaminated sites, economic compensation and treatment of the injured persons, punishment of the production enterprises and their responsible persons, and the suppression and elimination of pollution, Families and children who are victims receive financial compensation and treatment. From the perspective of preventing and controlling the environmental risks of enterprises, implementing the mechanism of investment and financing for pollution control, and perfecting the layout and planning of polluting enterprises, As well as strengthening environmental law enforcement and other aspects summed up the Tombs River incident on the current environmental protection work in China.
