【摘要】：[目的/意義]軍民融合的發(fā)展方向是建立軍民融合創(chuàng)新體系,從專利分析的角度發(fā)現(xiàn)首批解密國(guó)防專利的諸多特點(diǎn),對(duì)研究軍民科技體系融合創(chuàng)新具有重要的現(xiàn)實(shí)意義。[方法/過程]以首批解密國(guó)防專利數(shù)據(jù)為分析的數(shù)據(jù)源,利用專利信息分析方法從專利申請(qǐng)態(tài)勢(shì)、有效專利技術(shù)構(gòu)成、機(jī)構(gòu)分布、區(qū)域分布等方面進(jìn)行專利計(jì)量分析,構(gòu)建專利技術(shù)主題地圖進(jìn)行聚類分析,在量化分析結(jié)果上提出針對(duì)性對(duì)策建議。[結(jié)果/結(jié)論]發(fā)現(xiàn)首批解密國(guó)防專利中有效專利占比較高;專利權(quán)人以軍工技術(shù)研發(fā)機(jī)構(gòu)為主,專利的區(qū)域分布數(shù)量差異顯著,技術(shù)領(lǐng)域覆蓋范圍廣泛;提出從管理側(cè)、供給側(cè)和需求側(cè)三個(gè)角度促進(jìn)軍民科技體系融合的對(duì)策建議。
[Abstract]:[objective / significance] the development direction of civil-military integration is to establish an innovative system of civil-military integration. From the point of view of patent analysis, it is of great practical significance to find out the characteristics of the first batch of decrypted national defense patents, which is of great practical significance to the research on the integration and innovation of military-civilian science and technology system. [method / process] taking the first batch of data sources for decrypting the national defense patent data as the data source, using the patent information analysis method to carry on the patent measurement analysis from the patent application situation, the valid patent technology constitution, the organization distribution, the regional distribution and so on. Cluster analysis is carried out by constructing patent technology thematic map, and corresponding countermeasures and suggestions are put forward on the basis of quantitative analysis results. [results / conclusion] it was found that the number of effective patents in the first batch of declassified national defense patents was relatively high, the patentee was mainly the research and development organization of military technology, the number of patents distributed in different regions was significant, and the scope of technical field was wide. Supply side and demand side to promote the integration of military and civil science and technology system.
