從一元到三維:職業(yè)健康治理的機(jī)制創(chuàng)新

【摘要】：職業(yè)健康災(zāi)害已經(jīng)成為關(guān)涉我國國計(jì)民生的重大公共問題,暴露出了職業(yè)健康治理機(jī)制的嚴(yán)重不足�，F(xiàn)有研究主要集中在職業(yè)病治理的救濟(jì)補(bǔ)償上,然而從職業(yè)健康災(zāi)害發(fā)生的機(jī)理上看,職業(yè)健康治理要遵循職業(yè)災(zāi)害發(fā)生、加劇、補(bǔ)救的發(fā)展過程來展開,在深刻體察職業(yè)健康治理障礙和深層次矛盾的基礎(chǔ)上,不僅針對性地加強(qiáng)職業(yè)健康預(yù)防、康復(fù)、補(bǔ)(賠)償困境的"各個擊破",而且從職業(yè)健康災(zāi)害的補(bǔ)(賠)償一元側(cè)重轉(zhuǎn)向預(yù)防、康復(fù)、補(bǔ)(賠)償三維之間協(xié)作而互動、統(tǒng)一而多元的良性協(xié)調(diào),走向預(yù)防、康復(fù)、補(bǔ)(賠)償?shù)娜中�、根本性治�?實(shí)現(xiàn)職業(yè)健康治理困境的整體突破。
[Abstract]:Occupational health disaster has become a major public problem concerning the national economy and the people's livelihood of our country, and has exposed the serious insufficiency of the occupational health management mechanism. The existing studies mainly focus on the relief compensation for occupational disease management. However, from the perspective of the mechanism of occupational health disasters, occupational health management should follow the development process of occupational disaster occurrence, aggravation and remediation. On the basis of a deep understanding of the obstacles and contradictions in occupational health management, not only the prevention and rehabilitation of occupational health should be strengthened, but also the prevention and rehabilitation of occupational health should be strengthened. Compensation for the plight of the "each break", and from the occupational health disaster compensation monolithic focus on prevention, rehabilitation, compensation (compensation) three dimensional cooperation and interaction, unified and multi-dimensional benign coordination, towards prevention, rehabilitation, Compensation of the overall nature, fundamental governance, to achieve the overall breakthrough of occupational health management dilemma.
