我國信訪制度改革研究

【摘要】：針對當(dāng)前中國的信訪工作發(fā)展的趨勢,本文設(shè)計提出了一些認(rèn)為可能適應(yīng)當(dāng)今信訪形勢的措施,希望能夠?qū)π旁L制度的改革提出自己的觀點。 通過比對國外、古今信訪制度的關(guān)聯(lián)性與不同之處,了解了當(dāng)前我國信訪制度的由來,弄清了形成現(xiàn)今信訪制度運行下產(chǎn)生的種種困境的原因。從而針對問題深入研究解決方法,提出有針對性的信訪制度改革措施。 黨的十八屆三中全會期間提出了信訪相關(guān)的改革措施,尤其是對涉法涉訴信訪案件、對信訪事項網(wǎng)上辦理、信訪事項留在基層解決等問題提出了自己的見解,為本文寫作提供了嶄新的思路。根據(jù)理論與實踐經(jīng)驗得出結(jié)論來看,提出了應(yīng)該建立符合中國國情的信訪制度,即中國的信訪“法”。并對其進行了研究分析。
[Abstract]:In view of the current trend of the development of letters and visits in China, this paper puts forward some measures that may adapt to the situation of today's letter and visit, and hope to put forward his own views on the reform of the letter and visit system.
By comparing the relations and differences between the ancient and modern letters and visits system, we know the origin of the current letter and visit system in our country, and make clear the reasons for the difficulties arising from the formation of the present letter and visit system, so as to further study the solution and put forward the pertinent reform measures of the letter and visit system.
In the period of the third Plenary Session of the 18th CPC Central Committee, the party put forward the reform measures related to the letter and visit, especially for the cases involving the petition of the law and the petition, and put forward his own views on the issues on the online handling of the letters and visits, and the problems of the letters and visits at the grass-roots level, which provided a new way of thinking for the writing of this article. We should establish a petition system that is consistent with China's national conditions, that is, China's petition law.
