【摘要】：在借鑒國(guó)內(nèi)外相關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,結(jié)合黑河流域管理中存在的問(wèn)題,以機(jī)構(gòu)能力建設(shè)為主線,提出構(gòu)建"一大一小一中"三套黑河流域法規(guī)體系框架的思路。通過(guò)比對(duì),指出折中方案較為可行,該方案包括充實(shí)流域管理內(nèi)容、明確各級(jí)責(zé)任主體及部門間協(xié)作機(jī)制、加強(qiáng)流域機(jī)構(gòu)能力建設(shè)并強(qiáng)化社會(huì)公眾監(jiān)督和穩(wěn)妥推進(jìn)流域立法工作四個(gè)方面的內(nèi)容。該方案設(shè)計(jì)根據(jù)流域生態(tài)系統(tǒng)管理的要求,符合流域生態(tài)系統(tǒng)管理的思想,體現(xiàn)了流域生態(tài)系統(tǒng)管理的內(nèi)容。
[Abstract]:Based on the relevant experience at home and abroad and the problems existing in the management of Heihe River Basin, this paper puts forward the idea of constructing "one big, one small, one middle" and three sets of laws and regulations framework of Heihe River Basin based on the main line of institutional capacity construction. Through comparison, it is pointed out that the compromise scheme is more feasible, which includes enriching the content of watershed management and clarifying the responsibility subjects at all levels and the inter-departmental cooperation mechanism. Strengthening the capacity-building of watershed institutions and strengthening public supervision and sound promotion of watershed legislation. According to the requirement of watershed ecosystem management, the scheme design accords with the idea of watershed ecosystem management and embodies the content of watershed ecosystem management.
