供水公司“三型”人才開(kāi)發(fā)項(xiàng)目管理方案設(shè)計(jì)研究

【摘要】:21世紀(jì)以來(lái),社會(huì)經(jīng)濟(jì)形態(tài)甚至社會(huì)結(jié)構(gòu)形態(tài)正在或者已經(jīng)發(fā)生了一些巨大的變化:即從工業(yè)經(jīng)濟(jì)和工業(yè)社會(huì)向知識(shí)經(jīng)濟(jì)和知識(shí)社會(huì)轉(zhuǎn)變。在未來(lái)的世界經(jīng)濟(jì)發(fā)展和市場(chǎng)競(jìng)爭(zhēng)中,知識(shí)將成為經(jīng)濟(jì)增長(zhǎng)的主要?jiǎng)恿,一個(gè)國(guó)家、一個(gè)企業(yè)是否具有發(fā)展與競(jìng)爭(zhēng)優(yōu)勢(shì),關(guān)鍵在于是否擁有掌握最新知識(shí)并具有持續(xù)創(chuàng)新能力的人力資源,因此,必須重視人力資源在經(jīng)濟(jì)發(fā)展中的作用,必須重視人力資源的開(kāi)發(fā)。 本文以大慶油田供水公司為研究對(duì)象,,進(jìn)行實(shí)地調(diào)研的基礎(chǔ)上,對(duì)國(guó)內(nèi)外企業(yè)人才開(kāi)發(fā)項(xiàng)目現(xiàn)狀進(jìn)行深入的分析,針對(duì)供水公司“三型”人才開(kāi)發(fā)項(xiàng)目,運(yùn)用項(xiàng)目管理的基本原理和方法,從項(xiàng)目計(jì)劃、成本控制、質(zhì)量管理、效果評(píng)估等方面組織開(kāi)展項(xiàng)目方案設(shè)計(jì),總結(jié)并提出供水公司“三型”人才開(kāi)發(fā)項(xiàng)目方案。項(xiàng)目具體實(shí)施方案上,重點(diǎn)研究項(xiàng)目實(shí)施過(guò)程中投資(成本)管理、項(xiàng)目進(jìn)度管理、項(xiàng)目質(zhì)量管理、項(xiàng)目風(fēng)險(xiǎn)控制和項(xiàng)目評(píng)估的管理與控制工作。通過(guò)對(duì)教師聘用費(fèi)用、日常管理費(fèi)用、外出學(xué)考察費(fèi)用、參觀學(xué)習(xí)費(fèi)用等方面的費(fèi)用控制保證投資(成本)控制。通過(guò)對(duì)學(xué)生學(xué)習(xí)培訓(xùn)、實(shí)踐、考核、評(píng)估、實(shí)踐、參觀等方面保證項(xiàng)目進(jìn)度管理。通過(guò)聘用教師的質(zhì)量把關(guān)、培訓(xùn)內(nèi)容的設(shè)置是否合理、日常管理的監(jiān)督、教學(xué)效果的保證、實(shí)踐考察的考核等方面保證項(xiàng)目質(zhì)量管理。同時(shí),通過(guò)構(gòu)建質(zhì)量控制平臺(tái)和制定相關(guān)管理制度,確保項(xiàng)目質(zhì)量。通過(guò)對(duì)實(shí)施過(guò)程中各個(gè)進(jìn)度環(huán)節(jié)進(jìn)行管控、保證質(zhì)量,完成項(xiàng)目風(fēng)險(xiǎn)控制。通過(guò)采取運(yùn)用定量的方法對(duì)項(xiàng)目進(jìn)行評(píng)估,如打分評(píng)價(jià)、設(shè)置考核指標(biāo)等對(duì)項(xiàng)目進(jìn)行評(píng)估。 最后,為有效實(shí)現(xiàn)人才開(kāi)發(fā)的目標(biāo),項(xiàng)目實(shí)施過(guò)程中擬采取多種措施進(jìn)行保障,包括建立政策法規(guī)、資金保證、軟/硬件支持、構(gòu)建教師隊(duì)伍、創(chuàng)建考核機(jī)制等。力爭(zhēng)利用1年的時(shí)間,培養(yǎng)出100名復(fù)合型管理人才、100名專家型技術(shù)人才和500名技能型操作人才,費(fèi)用控制在100萬(wàn)以內(nèi)。
[Abstract]:Since the 21st century, some great changes have taken place in the form of social economy and even social structure: from industrial economy and industrial society to knowledge economy and knowledge society. In the future world economic development and market competition, knowledge will become the main driving force of economic growth. The key is whether we have the human resources with the latest knowledge and the ability of continuous innovation. Therefore, we must attach importance to the role of human resources in economic development and the development of human resources. This paper takes Daqing Oilfield Water supply Company as the research object, carries on the field investigation foundation, carries on the thorough analysis to the domestic and foreign enterprise talented person development project present situation, aiming at the water supply company "three type" talented person development project, Based on the basic principles and methods of project management, the project design is organized from the aspects of project plan, cost control, quality management and effect evaluation, and the project scheme of "three types" talents development of water supply company is summarized and put forward. In the implementation of the project, we focus on investment (cost) management, project schedule management, project quality management, project risk control and management and control of project evaluation in the process of project implementation. The investment (cost) control is ensured through the cost control of teachers' hiring expenses, daily administrative expenses, outings and study tours, etc. Ensure project schedule management through student training, practice, assessment, evaluation, practice, visit and so on. The project quality management is ensured through the quality control of employing teachers, the reasonable setting of training content, the supervision of daily management, the guarantee of teaching effect, the examination of practice inspection, and so on. At the same time, through the construction of quality control platform and the development of related management system, to ensure the quality of the project. Through the implementation of the progress of the process of control to ensure quality, complete project risk control. Through the use of quantitative methods to evaluate the project, such as scoring evaluation, setting assessment indicators to evaluate the project.
