【摘要】：把關人、掮客與投機者三種角色在新型智庫的建設中起到了負面作用。他們的產(chǎn)生得益于半開放半封閉的(思想)市場結構,是扭曲的(思想)市場機制為了節(jié)約運行成本而自行調(diào)節(jié)的產(chǎn)物。放任當前狀況的自由發(fā)展將有可能導致政策建議質(zhì)量全面下降,新型智庫建設目標落空。采取向思想市場放開更多決策建議窗口、加強決策層對于思想市場的公開反饋、搭建決策層與智庫組織的網(wǎng)絡互動平臺等措施,有助于對思想市場失靈的矯正,推動三種角色的職能歸位。
[Abstract]:The three roles of gatekeepers, brokers and speculators have played a negative role in the construction of new think tanks. They benefit from the semi-open and semi-closed market structure, which is the product of the distorted market mechanism which adjusts itself in order to save the running cost. Allowing the free development of the current situation could lead to the overall decline in the quality of policy advice and the failure of the new type of think-tank. Measures such as opening more decision-making and suggestion windows to the ideological market, strengthening the open feedback from the decision makers to the ideological market, and setting up a network interaction platform between the decision makers and the think-tank organizations will help to correct the failure of the ideological market. Promote the functional return of the three roles.
