【摘要】：建設(shè)項目后評價是在項目建成投產(chǎn)、竣工驗收以后，經(jīng)過一段時間的運營，對項目目的、執(zhí)行過程、效益、作用和影響所進(jìn)行全面系統(tǒng)地分析，總結(jié)經(jīng)驗教訓(xùn)，并通過及時有效的信息反饋，為完善已建項目、調(diào)整在建項目、指導(dǎo)擬建項目服務(wù)。 本文在對后評價的理論及方法進(jìn)行了簡單的介紹后，在獨立性、科學(xué)性、實用性、透明性和反饋性的基本原則下，通過對蘭州至銀川輸氣管道建設(shè)項目進(jìn)行資料的調(diào)研收集和整理，在分析大量資料及數(shù)據(jù)的基礎(chǔ)上，通過前后對比法對項目進(jìn)行評價，進(jìn)行了科學(xué)的定量分析和定性分析相結(jié)合的后評價。本文重點通過對決策、項目設(shè)計、建設(shè)管理等方面的評估來綜合進(jìn)行實施過程的后評價；并從經(jīng)濟(jì)指標(biāo)實現(xiàn)程度、投資和執(zhí)行情況、經(jīng)濟(jì)效益分析、影響與持續(xù)性結(jié)論項目的實施效果來得出項目實施效果的后評價。 最后，本文從前期工作方面、經(jīng)濟(jì)效益及影響、可持續(xù)性方面進(jìn)行了綜合評價，分析并總結(jié)了蘭州至銀川輸氣管道項目的項目經(jīng)驗。對于今后同類工程的建設(shè)和提高項目決策、工程實施和運營管理水平，為合理利用資金，，提高投資效益，制定相關(guān)政策等有著重要的指導(dǎo)意義。并在此基礎(chǔ)上總結(jié)了項目的教訓(xùn)及問題，給出了相關(guān)建議。
[Abstract]:The post evaluation of the construction project is a comprehensive and systematic analysis of the purpose, implementation process, benefit, function and impact of the project after the project has been completed and put into operation, and after the completion and acceptance of the project, the experience and lessons are summarized. And through timely and effective information feedback, to perfect the existing projects, adjust the projects under construction, guide the proposed project services. After a brief introduction of the theory and method of post evaluation, this paper is based on the basic principles of independence, science, practicability, transparency and feedback. Through the investigation and collection and arrangement of the data of Lanzhou to Yinchuan gas pipeline construction project, on the basis of analyzing a large amount of data and data, the project is evaluated by the method of comparison before and after. This paper focuses on the post-evaluation of the implementation process through the evaluation of decision-making, project design, construction management and so on, and the degree of realization of economic indicators. Investment and implementation, economic benefit analysis, impact and sustainability conclusion the project implementation effect to obtain the post-evaluation of project implementation effect. Finally, this paper has carried on the comprehensive evaluation from the preliminary work aspect, the economic benefit and the influence, the sustainability aspect, This paper analyzes and summarizes the project experience of Lanzhou to Yinchuan gas pipeline project. For the construction and improvement of project decision, project implementation and operation management level of similar projects in the future, in order to make rational use of funds and improve investment benefit, the paper analyzes and summarizes the project experience of Lanzhou to Yinchuan gas pipeline project. It is of great significance to make relevant policies. On this basis, the lessons and problems of the project are summarized, and the relevant suggestions are given.
