【摘要】：正財政部的立法和規(guī)定隨著過去幾年地方政府債務(wù)的快速膨脹,加上反腐力度的持續(xù)加大和經(jīng)濟(jì)發(fā)展模式的轉(zhuǎn)變,國務(wù)院和財政部自2014年以來通過立法來逐步推動地方政府的財政體系改革,希望地方政府財政預(yù)算管理更為完善、公開透明,債務(wù)增長有序可控,國庫管理效率提高、杜絕腐敗。2014~2015年相關(guān)的立法和規(guī)定包括:(1)8月31日,十二屆全國人大常委會第十次會議表決通過了修改后的《中華人民共和國預(yù)算法》,新《預(yù)算法》在預(yù)算管理諸多方面取得了重大突破,將自2015年1月1日起施行。(2)9月26日,國務(wù)院發(fā)布《關(guān)于深化預(yù)算管理制度改革的決定》,明確提出了下一步深化預(yù)算制度改革的指導(dǎo)思想、基本原則和
[Abstract]:The legislation and regulations of the Ministry of Finance have been accompanied by the rapid expansion of local government debt over the past few years, the continued increase in anti-corruption efforts and the transformation of the economic development model.
