【摘要】：上世紀(jì)90年代以來,我國城鎮(zhèn)化在經(jīng)濟(jì)體制改革的背景下迅速發(fā)展,越來越受到社會各界的關(guān)注。國內(nèi)外專家學(xué)者普遍認(rèn)為,我國的城鎮(zhèn)化發(fā)展將成為擴(kuò)大內(nèi)需的強(qiáng)大引擎,甚至?xí)�深遠(yuǎn)的影響世界的經(jīng)濟(jì)發(fā)展。我國財政支出結(jié)構(gòu)體現(xiàn)著政府的意志和政策導(dǎo)向,把握著我國經(jīng)濟(jì)社會發(fā)展的方向盤。因此,如何有效地調(diào)整我國財政支出結(jié)構(gòu)來推進(jìn)城鎮(zhèn)化的發(fā)展將成為一個重要問題。本文在總結(jié)、分析國內(nèi)外關(guān)于城鎮(zhèn)化發(fā)展和國家財政支出結(jié)構(gòu)的文獻(xiàn)的基礎(chǔ)上,首先對城鎮(zhèn)化發(fā)展作了簡要的介紹,對我國的城鎮(zhèn)化發(fā)展進(jìn)行了分析和評價,認(rèn)為對城鎮(zhèn)化發(fā)展水平的認(rèn)識不應(yīng)只是簡單的人口城鎮(zhèn)化率或土地城鎮(zhèn)化率,真正體現(xiàn)城鎮(zhèn)化發(fā)展水平的應(yīng)該是城鎮(zhèn)化發(fā)展質(zhì)量。然后對我國財政支出結(jié)構(gòu)的變化及特點(diǎn)進(jìn)行了分析總結(jié),并對我國城鎮(zhèn)化發(fā)展與財政支出結(jié)構(gòu)的關(guān)系進(jìn)行了分析。通過綜合關(guān)于城鎮(zhèn)化發(fā)展質(zhì)量水平的相關(guān)文獻(xiàn),本文進(jìn)行了包括經(jīng)濟(jì)發(fā)展、社會發(fā)展、空間發(fā)展、城鎮(zhèn)化效率、城鄉(xiāng)協(xié)調(diào)五個維度17個指標(biāo)的我國城鎮(zhèn)化發(fā)展質(zhì)量指數(shù)體系的構(gòu)建,在“降維”思想的引導(dǎo)下,利用主成分分析法將所有指標(biāo)數(shù)據(jù)整合成一個綜合指數(shù),來評價我國城鎮(zhèn)化發(fā)展水平。之后,選取我國國家財政支出中與城鎮(zhèn)化發(fā)展較為相關(guān)的科技支出、教育支出、衛(wèi)生支出、社會保障支出這四個支出項(xiàng)目的比重作為自變量,通過建立多元線性回歸模型的方法來研究我國城鎮(zhèn)化發(fā)展與財政支出結(jié)構(gòu)的關(guān)系。最后,本文通過實(shí)證分析,發(fā)現(xiàn)提高我國財政科技支出比重、衛(wèi)生支出比重、社會保障支出比重都不同程度的對城鎮(zhèn)化發(fā)展水平的提高有促進(jìn)作用。結(jié)合相關(guān)的分析,本文在文末給出了一些政策建議。
[Abstract]:Since the 1990s, China's urbanization has developed rapidly under the background of economic restructuring and has attracted more and more attention from all walks of life. Experts and scholars at home and abroad generally believe that the development of urbanization in China will become a powerful engine for expanding domestic demand. China's fiscal expenditure structure embodies the will and policy direction of the government and holds the steering wheel of China's economic and social development. How to effectively adjust the financial expenditure structure to promote the development of urbanization will become an important issue. This paper summarizes and analyzes the domestic and foreign literature on the development of urbanization and the structure of national financial expenditure. Firstly, this paper briefly introduces the development of urbanization, analyzes and evaluates the development of urbanization in China, and thinks that the understanding of the development level of urbanization should not be simply the rate of population urbanization or the rate of urbanization of land. The real embodiment of urbanization development level should be the quality of urbanization development. Then the changes and characteristics of fiscal expenditure structure in China are analyzed and summarized. The relationship between urbanization development and financial expenditure structure in China is analyzed. By synthesizing the relevant literature on the quality level of urbanization development, this paper includes economic development, social development, spatial development, urbanization efficiency, economic development, social development, spatial development, urbanization efficiency, economic development, social development, spatial development and urbanization efficiency. Under the guidance of the idea of "reducing dimension", the quality index system of urbanization development in China, which coordinates five dimensions and 17 indexes, integrates all the index data into a comprehensive index by principal component analysis (PCA). To evaluate the development level of urbanization in China. After that, the proportion of the four items of expenditure on science and technology, education, health, and social security, which are related to the development of urbanization, are selected as independent variables. The relationship between the development of urbanization and the structure of fiscal expenditure in China is studied by establishing a multivariate linear regression model. Finally, through empirical analysis, it is found that the proportion of fiscal expenditure on science and technology and the proportion of health expenditure in China are increased. The proportion of social security expenditure can promote the development of urbanization in varying degrees. Based on the relevant analysis, this paper gives some policy suggestions at the end of this paper.
