【摘要】：項(xiàng)目后評(píng)價(jià)(英文名字Post Project Evaluation)一般來說是工程項(xiàng)目在規(guī)劃后開始進(jìn)行,通過一段時(shí)間的運(yùn)行,項(xiàng)目的管理人員就要客觀的、系統(tǒng)的對(duì)這個(gè)項(xiàng)目開始進(jìn)行分析和總結(jié),內(nèi)容應(yīng)該包括項(xiàng)目所產(chǎn)生的影響、是否達(dá)到的項(xiàng)目規(guī)劃時(shí)預(yù)期的目的和作用,項(xiàng)目最終的效益能否實(shí)現(xiàn),以及項(xiàng)目在執(zhí)行過程中產(chǎn)生的問題等,這樣的一項(xiàng)活動(dòng)的過程就被稱為項(xiàng)目后評(píng)價(jià)。項(xiàng)目后評(píng)價(jià)主要審查投資計(jì)劃預(yù)期目標(biāo)的完成情況,項(xiàng)目規(guī)劃和效益指標(biāo)的完成情況,針對(duì)項(xiàng)目出現(xiàn)的問題進(jìn)行分析研究并查找原因,找出漏洞和和不合理之處。總結(jié)教訓(xùn),提出方案,改進(jìn)項(xiàng)目的整體規(guī)劃,完善項(xiàng)目的計(jì)劃和實(shí)施,總結(jié)經(jīng)驗(yàn)改進(jìn)制度,提高管理能力,同時(shí)對(duì)以后同類工程的決策提出建議,從而提高并完善投資決策的管理水平。2008年北京奧運(yùn)會(huì)媒體村工程,為北京北辰實(shí)業(yè)股份有限公司(以下簡(jiǎn)稱“北辰實(shí)業(yè)公司”)開發(fā)的工程項(xiàng)目,奧運(yùn)會(huì)期間為媒體記者提供居住、餐飲等設(shè)施,奧運(yùn)會(huì)后改造為住宅樓及商業(yè)配套設(shè)施,作為商品房出售或經(jīng)營(yíng)。論文選擇北辰奧運(yùn)媒體村工程項(xiàng)目后評(píng)價(jià)為題,運(yùn)用綜合評(píng)價(jià)法及項(xiàng)目成功度分析方法等科學(xué)、系統(tǒng)和規(guī)范的評(píng)價(jià)方法,完成建設(shè)項(xiàng)目投資后,從該項(xiàng)目的實(shí)施過程,項(xiàng)目最終產(chǎn)生的結(jié)果,項(xiàng)目所產(chǎn)生的影響等方面,對(duì)北辰奧運(yùn)媒體村工程項(xiàng)目進(jìn)行全面調(diào)查研究和分析、總結(jié),將研究的結(jié)果與媒體村在最初做項(xiàng)目決策時(shí)確定的目標(biāo)進(jìn)行分析和對(duì)比,其中包括項(xiàng)目技術(shù)方面、項(xiàng)目的經(jīng)濟(jì)指標(biāo)、以及項(xiàng)目對(duì)社會(huì)及周邊環(huán)境的影響等內(nèi)容,找出與預(yù)期目標(biāo)的差別,并分析這些變化產(chǎn)生的原因,對(duì)建設(shè)項(xiàng)目投入運(yùn)行后的實(shí)際效果、投資項(xiàng)目造成的影響,收益、環(huán)境、生態(tài)效益、社會(huì)輿論等若干方面實(shí)施了客觀評(píng)價(jià),總結(jié)經(jīng)驗(yàn),汲取教訓(xùn),提出對(duì)策措施。
[Abstract]:Generally speaking, post-project evaluation (Post Project evaluation) is the beginning of a project after planning and running through a period of time. Project managers should objectively and systematically analyze and summarize the project, including the impact of the project, whether to achieve the intended purpose and role of the project planning. Whether the final benefit of the project can be realized, and the problems arising from the implementation of the project, etc. The process of such an activity is referred to as post-project evaluation, which reviews, inter alia, the achievement of the expected objectives of the investment plan, project planning and the achievement of benefit indicators.
