【摘要】：通過對中部地區(qū)某縣城鄉(xiāng)學(xué)校義務(wù)教育階段辦學(xué)條件、師資配置和教師專業(yè)發(fā)展情況的調(diào)研,發(fā)現(xiàn)我國中部地區(qū)縣域城鄉(xiāng)學(xué)校義務(wù)教育均衡發(fā)展存在的主要問題是:城鄉(xiāng)學(xué)校辦學(xué)條件依然嚴(yán)重不均衡,教育經(jīng)費(fèi)投入依然很不均衡,師資力量依然非常不均衡,城鄉(xiāng)學(xué)校教學(xué)質(zhì)量也存在太大差距。針對這些突出問題,我們提出的推進(jìn)策略是:(1)中央政府和省級政府應(yīng)在提供充足財(cái)政支持的同時(shí),確保辦學(xué)經(jīng)費(fèi)的合理分配;(2)地方政府和教育主管部門應(yīng)科學(xué)合理地調(diào)整城鄉(xiāng)學(xué)校布局,必須方便農(nóng)村學(xué)生就近入學(xué),著重加快薄弱學(xué)校改造工程,縮小校際間的明顯差距,鄉(xiāng)鎮(zhèn)和農(nóng)村學(xué)校應(yīng)提升辦學(xué)質(zhì)量而非擴(kuò)大辦學(xué)規(guī)模;(3)扎扎實(shí)實(shí)推進(jìn)義務(wù)教育學(xué)校標(biāo)準(zhǔn)化建設(shè),實(shí)現(xiàn)城鄉(xiāng)義務(wù)教育規(guī)范化發(fā)展;(4)加強(qiáng)義務(wù)教育師資隊(duì)伍建設(shè),科學(xué)建設(shè)城鄉(xiāng)學(xué)校教師合理流動的新機(jī)制。
[Abstract]:Through a survey of the conditions for running schools, the allocation of teachers and the professional development of teachers in the compulsory education stage of urban and rural schools in a county in the central region, It is found that the main problems in the balanced development of compulsory education in rural and urban schools in the central region of China are: the conditions of running schools in urban and rural areas are still seriously unbalanced, the investment in education funds is still very uneven, and the strength of teachers is still very uneven. There is also a big gap in the quality of teaching in urban and rural schools. In response to these outstanding problems, the strategies we put forward are: (1) the central government and provincial governments should provide adequate financial support at the same time, (2) Local governments and education departments should scientifically and reasonably adjust the distribution of urban and rural schools, make it convenient for rural students to enter the school nearby, speed up the reconstruction of weak schools, and narrow the obvious gap between schools. Villages and towns and rural schools should improve the quality of running schools rather than expand the scale of running schools; (3) promote the standardization of compulsory education schools in a down-to-earth manner and realize the standardized development of compulsory education in urban and rural areas; (4) strengthen the construction of the contingent of compulsory education teachers. Scientific construction of a new mechanism for the rational flow of school teachers in urban and rural areas.
