遼寧省新型農村養(yǎng)老保險制度實施效果研究

【摘要】:新型農村養(yǎng)老保險(以下簡稱“新農!保┲贫饶壳吧刑幵谠圏c階段,有關“新農!敝贫鹊呢斦С帜J健①Y金供給、制度實施的有效需求等尚處于探索階段,本文通過“新農!敝贫然镜脑u價指標體系,依據(jù)層次分析法的基本原理來確定指標對遼寧“新農!敝贫葘嵤┬Ч臋嘀丶右耘判。排序主要以公平性、有效性、可持續(xù)性、保障的適度水平以及制度的可銜接性等表現(xiàn)特征為原則,結合國家以及遼寧統(tǒng)計年鑒數(shù)據(jù),相應計算得出全國各省市“新農!敝贫葘嵤┬Ч呐判虮。在此基礎上,論文通過遼寧與其它省份實施狀況做比較,同時結合遼寧省試點地區(qū)“新農!敝贫葘嵤┑木唧w情況,來評估遼寧省“新農保”制度的實施效果。 研究發(fā)現(xiàn):“新農保”的保障標準,遼寧省在全國居中等水平,盡管與北京、上海、天津、江蘇等省市尚有較大的差距,,但從相關變量的因素分析看,“新農!敝贫仍谶|寧省具有制度的可持續(xù)性和與其他農村保障制度的可銜接性,這說明“新農!敝贫仍谶|寧的后續(xù)發(fā)展?jié)摿^大。此外,由于遼寧“新農!爸贫鹊挠行院捅U系乃椒矫婷黠@偏低,特別是養(yǎng)老保險的個人繳費率和參保覆蓋率,養(yǎng)老金的替代率、待遇給付水平等指標上問題凸顯。 通過分析,筆者認為:遼寧“新農保“制度的實施是初見成效的,但繳費層級設計形式單一,缺乏靈活的繳費方式設計;財政補貼和待遇給付的低水平,使得農民投保的積極性不高,覆蓋率低等問題是遼寧“新農保”制度急需解決的問題。對此,本文的政策性建議是:在不斷增加的政府財政補貼的基礎上,設置靈活的繳費模式,通過養(yǎng)老待遇指數(shù)化的彈性調整機制,促進“新農保”制度與其它保障制度的整合與銜接,是遼寧省有效實施“新農!敝贫鹊那疤釛l件。
[Abstract]:The system of new rural old-age insurance (hereinafter referred to as "new agricultural insurance") is still in the pilot stage. The financial support model of the "new agricultural insurance" system, the supply of funds, the effective demand for the implementation of the system are still in the exploratory stage. This paper is based on the basic principle of the "new agricultural insurance" system and the basic principles of the analytic hierarchy process. To determine the weight of the index to the effect of the implementation of the "new agricultural insurance" system in Liaoning, the ranking is mainly based on the principle of fairness, effectiveness, sustainability, the moderate level of security and the cohesion of the system. According to the data of the national and Liaoning statistical yearbook, the "new agricultural insurance" system in various provinces and cities of the country is calculated. On the basis of this, the paper compares the situation of Liaoning with other provinces, and evaluates the implementation effect of the "new agricultural insurance" system in Liaoning Province in combination with the specific situation of the implementation of the "new agricultural insurance" system in the pilot region of Liaoning province.
The study found that: the standard of "new agricultural insurance", Liaoning province in the middle of the country and other levels, although there is a large gap with Beijing, Shanghai, Tianjin, Jiangsu and other provinces and cities, but from the factors related to the factors analysis, the "new agricultural insurance" system in Liaoning has the sustainability of the system and the other rural security system can be connected, which shows that The "new agricultural insurance" system has a great potential for follow-up development in Liaoning. In addition, due to the obvious low level of the effectiveness and security of the "new agricultural insurance" system in Liaoning, especially the individual payment rate and coverage rate of the pension insurance, the replacement rate of the pension and the level of payment, and so on.
Through the analysis, the author believes that the implementation of the "new agricultural insurance" system in Liaoning is the first effect, but the design forms of the payment hierarchy are single and lack of flexible payment methods. The low level of financial subsidies and treatment gives the peasants' enthusiasm for insurance is not high, and the low coverage is the urgent problem to be solved in the "new agricultural insurance" system in Liaoning. The policy recommendations of this article are: on the basis of the increasing government financial subsidies, the flexible payment mode is set up, and the integration and connection of the "new agricultural insurance" system and other guarantee systems is promoted through the flexible adjustment mechanism of the pension treatment index. It is the prerequisite for the effective implementation of the "new agricultural insurance" system in Liaoning.
