【摘要】：在我國,醫(yī)療費用面臨著快速上漲的趨勢,醫(yī)療保險制度的穩(wěn)定運行受到醫(yī)療費用增長的嚴重威脅。在醫(yī)療保險制度的運行過程中,醫(yī)療保險支付是其中第二大重要環(huán)節(jié),而且是非常關鍵的一個環(huán)節(jié)。保障醫(yī)療保險制度平穩(wěn)運行和可持續(xù)發(fā)展的關鍵基礎是醫(yī)療保險基金的支付管理,醫(yī)療保險管理工作的另外一個重點是防范支付過程帶來的風險。深入的研究醫(yī)療保險支付方式,對各種支付方式的實際運作效果和利弊得失進行分析,對于防范在醫(yī)療保險支付過程中出現(xiàn)風險、有效的對醫(yī)藥費用進行控制、滿足參保者的實際和基本的醫(yī)療需求、并保證醫(yī)療制度的平穩(wěn)性是非常重要的。 本研究在探討我國醫(yī)療保險發(fā)展過程的基礎上,采用博弈模型分析的方法探討湖南省醫(yī)療保險支付方式的選擇問題。另外,本研究還提出了在探討醫(yī)療保險支付方式時應當展開研究的外部環(huán)境因素,這些外部環(huán)境因素主要包括人文環(huán)境和經濟環(huán)境,目的在于對供方進行管理強化,對供方能夠提供更為優(yōu)質的服務起到引導的作用,為支付方式提供根據(jù)情況的動態(tài)變化進行調整以及進行精細化、多樣化管理的建議和對策,促進其加強創(chuàng)新。
[Abstract]:In our country, the medical cost is rising rapidly, and the steady operation of the medical insurance system is seriously threatened by the increase of the medical cost. In the running process of medical insurance system, medical insurance payment is the second important link, and is a very key link. The key to ensure the smooth operation and sustainable development of the medical insurance system is the payment management of the medical insurance fund, and the other key point of the medical insurance management is to guard against the risks brought by the payment process. Deeply study the medical insurance payment method, analyze the actual operation effect, advantages and disadvantages of various payment methods, to prevent the risk in the process of medical insurance payment, and effectively control the medical expenses. It is important to meet the actual and basic medical needs of the insured and to ensure the smoothness of the health care system. On the basis of discussing the development process of medical insurance in China, this study uses the game model analysis method to discuss the choice of medical insurance payment mode in Hunan Province. In addition, this study also puts forward the external environmental factors that should be studied when discussing the payment mode of medical insurance. These external environmental factors mainly include the humanistic environment and the economic environment, in order to strengthen the management of the supplier. It can guide the supplier to provide better service and provide suggestions and countermeasures to adjust the payment mode according to the dynamic changes of the situation and to manage it finely and diversified so as to promote its innovation.
