【摘要】：現(xiàn)階段我國基本完成了社會醫(yī)療保障體系的建設(shè)，社會醫(yī)療保險主要由城鎮(zhèn)職工基本醫(yī)療保險、城鎮(zhèn)居民基本醫(yī)療保險和新型農(nóng)村合作醫(yī)療組成。但是醫(yī)療保險制度呈現(xiàn)出碎片化特點導(dǎo)致不同醫(yī)療保險保障程度相差很大。社會醫(yī)療保險割裂的現(xiàn)狀，背離了社會公平原則，嚴(yán)重阻礙了社會醫(yī)療保險的健康發(fā)展。建立全國統(tǒng)一的社會醫(yī)療保險體系，是完善我國社會保障體系的一項重要任務(wù)，，也是我國急需解決的重要問題。 論文通過分析現(xiàn)階段我國社會醫(yī)療保險的現(xiàn)狀和出現(xiàn)的問題，論證城鎮(zhèn)職工基本醫(yī)療保險、城鎮(zhèn)居民基本醫(yī)療保險和新型農(nóng)村合作醫(yī)療三險融合發(fā)展的必要性和可行性。結(jié)合英國、德國和美國三個發(fā)達(dá)國家醫(yī)療保險建設(shè)的經(jīng)驗，提出應(yīng)該將城鎮(zhèn)職工基本醫(yī)療保險、城鎮(zhèn)居民基本醫(yī)療保險和新型農(nóng)村合作醫(yī)療三險融合，形成統(tǒng)一的社會醫(yī)療保險。論文就三險融合的具體思路進(jìn)行了詳細(xì)的闡述，并且對三險融合以后的發(fā)展提出建議。
[Abstract]:At present, China has basically completed the construction of the social medical security system. The social medical insurance mainly consists of the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical insurance. However, the fragmentation of the medical insurance system leads to great differences in the degree of medical insurance protection. The separation of social medical insurance deviates from the principle of social equity and seriously hinders the healthy development of social medical insurance. To establish a unified social medical insurance system is an important task to perfect the social security system of our country, and it is also an important problem to be solved urgently in our country. Based on the analysis of the present situation and problems of social medical insurance in China, this paper demonstrates the necessity and feasibility of the integration and development of the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical insurance. Combined with the experience of the construction of medical insurance in three developed countries, Britain, Germany and the United States, it is proposed that the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical insurance should be integrated. To form a unified social medical insurance. In this paper, the concrete ideas of three risks fusion are expounded in detail, and some suggestions for the development of three risks fusion are put forward.
