【摘要】：伴隨著社會(huì)的高速發(fā)展,中國(guó)人口老齡化問(wèn)題日益凸顯。特別是對(duì)占中國(guó)人絕大多數(shù)的農(nóng)村人口而言,“老有所養(yǎng)”是他們十分關(guān)心的問(wèn)題。然而,隨著農(nóng)村經(jīng)濟(jì)的發(fā)展以及農(nóng)村人口結(jié)構(gòu)的改變,中國(guó)農(nóng)村養(yǎng)老保障面臨諸多困境。發(fā)現(xiàn)和分析中國(guó)農(nóng)村養(yǎng)老保障所面臨的問(wèn)題,并提出有效的對(duì)策建議是現(xiàn)在亟需解決的重要問(wèn)題。 本文主要采用比較和定性定量等方法,對(duì)以下五個(gè)方面進(jìn)行了研究：第一,對(duì)中國(guó)農(nóng)村養(yǎng)老保障問(wèn)題的研究背景和意義進(jìn)行了介紹,分析了國(guó)內(nèi)外農(nóng)民養(yǎng)老保障的研究現(xiàn)狀；第二,對(duì)農(nóng)村養(yǎng)老保障的基本理論進(jìn)行了簡(jiǎn)述,為下文的研究提供了理論基礎(chǔ)；第三,對(duì)中國(guó)農(nóng)村養(yǎng)老保障存在的問(wèn)題進(jìn)行了細(xì)致地分析,主要從中國(guó)農(nóng)村養(yǎng)老保障總體水平偏低,存在區(qū)域差異性,社會(huì)性和福利性欠缺,基金管理欠佳,制度不穩(wěn)定等幾個(gè)方面問(wèn)題進(jìn)行了剖析,突出中國(guó)農(nóng)村養(yǎng)老保障改革的必要性及迫切性；并且以吉林省為例具體分析了吉林省農(nóng)村養(yǎng)老保障情況；第四,針對(duì)于中國(guó)農(nóng)村養(yǎng)老保障的需求,制定出農(nóng)村養(yǎng)老保障的發(fā)展目標(biāo)和其發(fā)展思路,形成構(gòu)建目標(biāo)；第五,在上述研究基礎(chǔ)上,提出了進(jìn)一步推進(jìn)和完善中國(guó)農(nóng)村養(yǎng)老保障建設(shè)的具體措施,一是提高對(duì)農(nóng)村養(yǎng)老保障的認(rèn)識(shí),二是完善農(nóng)村養(yǎng)老保障長(zhǎng)效機(jī)制,三是改善農(nóng)村養(yǎng)老保障融資機(jī)制,四是提高農(nóng)村養(yǎng)老保障統(tǒng)籌能力,五是增強(qiáng)農(nóng)村養(yǎng)老基金的保值增值能力,六是加大對(duì)農(nóng)村養(yǎng)老保障的監(jiān)督力度,最后是提出規(guī)范養(yǎng)老保險(xiǎn)運(yùn)作,以保障中國(guó)農(nóng)民對(duì)于養(yǎng)老的需求。
[Abstract]:With the rapid development of society, the problem of aging population in China has become increasingly prominent. Especially for the majority of Chinese rural population, the "sense of security" is a matter of great concern to them. However, with the development of rural economy and the change of rural population structure, rural old-age security in China faces many difficulties. It is urgent to find and analyze the problems faced by rural old-age security in China and put forward effective countermeasures and suggestions. This paper mainly adopts the methods of comparison and qualitative and quantitative analysis to study the following five aspects: first, the research background and significance of rural old-age security in China are introduced, and the current research situation of rural old-age security at home and abroad is analyzed. Second, the basic theory of rural old-age security is briefly described, which provides a theoretical basis for the following research; Thirdly, the problems of rural old-age security in China are analyzed in detail, mainly from the following aspects: the overall level of rural old-age security is low, there are regional differences, social and welfare deficiencies, and fund management is poor. The system instability and other aspects are analyzed to highlight the necessity and urgency of rural old-age security reform in China; And take Jilin Province as an example to analyze the situation of rural old-age security in Jilin province; fourth, to meet the needs of rural old-age security in China, to formulate the development goals of rural old-age security and its development ideas, to form a construction goal; Fifthly, on the basis of the above research, the author puts forward some concrete measures to further promote and perfect the construction of rural old-age security in China, one is to improve the understanding of rural old-age security, the other is to improve the long-term mechanism of rural old-age security. The third is to improve the financing mechanism of the rural old-age security, the fourth is to improve the overall ability of rural old-age security, the fifth is to enhance the ability of maintaining and increasing the value of the rural pension funds, and the sixth is to strengthen the supervision of the rural old-age security. Finally, it puts forward to standardize the operation of pension insurance to ensure the demand of Chinese farmers for the aged.
