【摘要】：2000年，我國(guó)全面進(jìn)入老齡化社會(huì)，與此同時(shí)，湖南省也進(jìn)入了老齡化社會(huì)。截止2013年底，湖南省60歲及以上老年人口已達(dá)1033.02萬人，占總?cè)丝诘?5.56%，比全國(guó)平均水平還要高，這意味著湖南省的老齡化程度已經(jīng)比較嚴(yán)重。隨著年齡增長(zhǎng)，老年人患病、失能的概率會(huì)越來越高，人們對(duì)長(zhǎng)期護(hù)理的需求會(huì)不斷增加。與此同時(shí)，隨著家庭結(jié)構(gòu)小型化、醫(yī)療費(fèi)用居高不下、社會(huì)保障水平有限等實(shí)際情況，加快湖南省長(zhǎng)期護(hù)理保險(xiǎn)的發(fā)展變得更加重要。我國(guó)學(xué)者對(duì)該險(xiǎn)種進(jìn)行過多方面的研究，但大多數(shù)文獻(xiàn)都是對(duì)長(zhǎng)期護(hù)理保險(xiǎn)在我國(guó)整體的開展情況進(jìn)行分析，而且定性分析多，定量分析少。 本文首先對(duì)長(zhǎng)期護(hù)理保險(xiǎn)的相關(guān)概念進(jìn)行了界定，并分別對(duì)我國(guó)及湖南省的長(zhǎng)期護(hù)理保險(xiǎn)發(fā)展的背景、老年護(hù)理醫(yī)療機(jī)構(gòu)資源和長(zhǎng)期護(hù)理保險(xiǎn)的發(fā)展情況進(jìn)行了介紹。其次，針對(duì)湖南省的具體情況，從湖南省長(zhǎng)期護(hù)理保險(xiǎn)的需求和供給兩個(gè)方面入手，在理論上對(duì)其影響因素進(jìn)行了分析，并分別通過進(jìn)行調(diào)查問卷、查找資料的方式搜集整理各項(xiàng)與長(zhǎng)期護(hù)理保險(xiǎn)相關(guān)的統(tǒng)計(jì)數(shù)據(jù)，在此基礎(chǔ)上建立統(tǒng)計(jì)模型，用統(tǒng)計(jì)軟件對(duì)影響湖南省長(zhǎng)期護(hù)理保險(xiǎn)需求和供給的因素進(jìn)行數(shù)據(jù)分析。結(jié)果表明，，文化程度、生活自理能力、月收入、護(hù)理意愿、子女個(gè)數(shù)對(duì)湖南省長(zhǎng)期護(hù)理保險(xiǎn)的需求影響顯著；基本醫(yī)療保險(xiǎn)總支出、保險(xiǎn)公司的資產(chǎn)額對(duì)湖南省長(zhǎng)期護(hù)理保險(xiǎn)的供給的影響顯著。最后，根據(jù)對(duì)供給和需求影響因素的分析結(jié)果，基于供求均衡的思路以及實(shí)際面臨的問題，對(duì)推動(dòng)湖南省長(zhǎng)期護(hù)理保險(xiǎn)健康的發(fā)展，從居民、政府、保險(xiǎn)公司幾個(gè)方面提出相關(guān)的政策建議。
[Abstract]:In 2000, our country entered the aging society, at the same time, Hunan Province also entered the aging society. By the end of 2013, Hunan's population of 60 and older had reached 10.3302 million, accounting for 15.56 percent of the population, which is higher than the national average, which means the aging of Hunan is already serious. With age, the elderly get sick, the probability of disability increases, and the need for long-term care increases. At the same time, with the miniaturization of family structure, high medical expenses and limited social security, it is more important to speed up the development of long-term nursing insurance in Hunan Province. Chinese scholars have studied the insurance in many aspects, but most of the literatures have analyzed the development of long-term nursing insurance in our country, and the qualitative analysis is more, but the quantitative analysis is less. In this paper, the concept of long-term nursing insurance is defined, and the background of long-term nursing insurance in China and Hunan Province, the resources of geriatric nursing institutions and the development of long-term nursing insurance are introduced. Secondly, according to the specific situation of Hunan Province, starting with the demand and supply of long-term nursing insurance in Hunan Province, the paper theoretically analyzes its influencing factors, and carries out questionnaires respectively. The statistical data related to long-term nursing insurance were collected and sorted by the way of searching data, and the statistical model was established on the basis of which, and the factors influencing the demand and supply of long-term nursing insurance in Hunan Province were analyzed by statistical software. The results showed that education level, self-care ability, monthly income, nursing intention and the number of children had a significant impact on the demand for long-term care insurance in Hunan Province. The total expenditure of basic medical insurance and the assets of insurance companies have a significant effect on the supply of long-term nursing insurance in Hunan Province. Finally, according to the results of the analysis of the factors affecting supply and demand, based on the idea of balance between supply and demand and the problems faced in reality, to promote the healthy development of long-term nursing insurance in Hunan Province, from the residents to the government, Several aspects of the insurance company put forward relevant policy recommendations.
