【摘要】：2013年11月9日至12日,十八屆三中全會(huì)在北京召開,中國(guó)進(jìn)一步深化改革的序幕隨之拉開。在對(duì)外貿(mào)易方面,全會(huì)提出了加快市場(chǎng)準(zhǔn)入、海關(guān)監(jiān)管、檢驗(yàn)檢疫等管理體制的改革要求。2014年10月20日至23日,十八屆四中全會(huì)提出了“建設(shè)法治中國(guó)”的戰(zhàn)略目標(biāo),依法治國(guó)的理念為進(jìn)一步創(chuàng)建法治質(zhì)檢增添了新內(nèi)涵。河北檢驗(yàn)檢疫局歷來對(duì)進(jìn)出國(guó)門的人員、貨物、交通運(yùn)輸工具等進(jìn)行嚴(yán)格的檢驗(yàn)檢疫,在嚴(yán)守國(guó)門、促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展中發(fā)揮著極其重要的作用。在新形勢(shì)下,河北檢驗(yàn)檢疫局如何深化改革,與世界接軌;如何充分發(fā)揮檢驗(yàn)檢疫部門自身的信息、技術(shù)、人才優(yōu)勢(shì),進(jìn)一步提高檢驗(yàn)檢疫服務(wù)效能;如何不斷促進(jìn)對(duì)外貿(mào)易健康發(fā)展,成了擺在河北檢驗(yàn)檢疫局面前的一項(xiàng)亟待解決的問題。為解決這些問題,河北檢驗(yàn)檢疫局進(jìn)行了一系列創(chuàng)新檢驗(yàn)監(jiān)管模式、提高檢驗(yàn)檢疫服務(wù)效能的有益嘗試和探索。但是改革不是一帆風(fēng)順的,改革的成果也不是一蹴而就的,河北檢驗(yàn)檢疫局在深化改革的道路上還存在許多值得研究的問題,筆者對(duì)新形勢(shì)下河北檢驗(yàn)檢疫局檢驗(yàn)監(jiān)管模式的改革與探索進(jìn)行了分析。本文從河北檢驗(yàn)檢疫局的基本機(jī)構(gòu)、目前的形勢(shì)、新形勢(shì)下的改革探索、存在的問題以及解決建議五個(gè)方面進(jìn)行了論述。第一章介紹了河北檢驗(yàn)檢疫局的起源發(fā)展、機(jī)構(gòu)設(shè)置和地位作用;第二章從國(guó)際和國(guó)內(nèi)兩個(gè)方面分析了河北檢驗(yàn)檢疫局所面臨新形勢(shì)的特點(diǎn);第三章總結(jié)了河北檢驗(yàn)檢疫局改革檢驗(yàn)監(jiān)管模式的成功做法,包括深化分類管理模式、加強(qiáng)風(fēng)險(xiǎn)管理研究、上線運(yùn)行電子監(jiān)管系統(tǒng)、探索出口直放通關(guān)模式、推進(jìn)出口質(zhì)量安全示范區(qū)建設(shè)等五個(gè)方面;第四章挖掘了河北檢驗(yàn)檢疫局檢驗(yàn)監(jiān)管模式改革過程中存在的問題,主要有過于偏重執(zhí)法把關(guān)職能、標(biāo)準(zhǔn)化體系建設(shè)落后、監(jiān)管企業(yè)上存在漏洞、與其他地區(qū)和部門缺乏有效溝通和聯(lián)動(dòng)等;第五章則針對(duì)上述問題提出了解決的辦法和建議,主要從觀念、科技、機(jī)制、格局四方面的改革創(chuàng)新入手,摒棄一些固有的、與目前新形勢(shì)不相適應(yīng)的做法,同時(shí)推行一系列切實(shí)可行的創(chuàng)新改革舉措,最終,將河北檢驗(yàn)檢疫局打造成一支“服務(wù)型”、“科技型”、“責(zé)任型”、“效能型”的隊(duì)伍。
[Abstract]:From November 9 to 12, 2013, the third Plenary session of the 18th CPC Central Committee was held in Beijing, and the prologue of further deepening China's reform began. In terms of foreign trade, the plenum proposed speeding up market access and customs supervision. From 20 to 23 October 2014, the fourth Plenary session of the 18th CPC Central Committee put forward the strategic goal of "building a China ruled by law." The idea of governing the country according to law adds a new connotation to the further establishment of the rule of law quality inspection. The Hebei Inspection and Quarantine Bureau has always strictly inspected and quarantined the personnel, goods, means of transportation and so on in and out of the country. In promoting economic and social development, the Hebei Inspection and Quarantine Bureau is playing an extremely important role. Under the new situation, how to deepen the reform of the Hebei Inspection and Quarantine Bureau, and how to bring into full play the advantages of the inspection and quarantine departments themselves in terms of information, technology, and talents, How to further improve the efficiency of inspection and quarantine services, and how to continuously promote the healthy development of foreign trade has become a problem to be solved urgently in front of the Hebei Inspection and Quarantine Bureau. The Hebei Inspection and Quarantine Bureau has carried out a series of innovative inspection and supervision models to improve the efficiency of inspection and quarantine services. However, the reform has not been smooth sailing, and the results of the reform have not been achieved overnight. There are still many problems worth studying on the road of deepening the reform of Hebei Inspection and Quarantine Bureau. The author analyzes the reform and exploration of the inspection and supervision mode of Hebei Inspection and Quarantine Bureau under the new situation. The present situation, the reform exploration under the new situation, the existing problems and the solutions are discussed. The first chapter introduces the origin and development of Hebei Inspection and Quarantine Bureau, the establishment of the organization and its role; The second chapter analyzes the characteristics of the new situation of Hebei Inspection and Quarantine Bureau from the international and domestic aspects, the third chapter summarizes the successful practices of the Hebei Inspection and Quarantine Bureau in reforming the inspection and supervision mode, including deepening the classified management model. Strengthen the research of risk management, run the electronic supervision system on line, explore the customs clearance mode of export direct release, and promote the construction of export quality and safety demonstration zone. The fourth chapter excavates the problems existing in the reform of the inspection and supervision mode of Hebei Inspection and Quarantine Bureau. The main problems are too much emphasis on the function of law enforcement and supervision, the construction of standardization system is backward, and there are loopholes in the supervision enterprises. There is a lack of effective communication and linkage with other regions and departments. Chapter five puts forward solutions and suggestions for solving the above problems, mainly starting with the reform and innovation of ideas, science and technology, mechanisms and patterns, and abandoning some inherent ones. At the same time, the Hebei Inspection and Quarantine Bureau will be built into a team of "service type", "technology type", "responsibility type" and "efficiency type".
