【摘要】：近幾年來,受全球金融危機與國際債務危機的影響,我國經(jīng)濟增速開始放緩,體制改革與經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型也正處于攻堅階段。同時,經(jīng)濟全球化已成為當今時代不可改變的發(fā)展趨勢,金融危機后,全球范圍內(nèi)正逐漸形成新的貿(mào)易規(guī)則。在此背景下,2013年8月22日上海(中國)自由貿(mào)易試驗區(qū)1由國務院批準設立。自貿(mào)區(qū)的成立是國家為新一輪改革開放戰(zhàn)略與制度改革進行的頂層設計,旨在形成可復制、可推廣的體制機制,為以后深化改革積累經(jīng)驗。自貿(mào)區(qū)的改革離不開金融市場體系的構(gòu)建。一方面,上海自貿(mào)區(qū)的設立必將促進貿(mào)易自由化。伴隨著貿(mào)易自由度的提高,市場對配套的金融市場體系建設將提出更高要求。同時,完善的金融市場體系建設也會進一步促進貿(mào)易發(fā)展。另一方面,全球金融危機的經(jīng)驗教訓仍然歷歷在目,如何在風險可控的前提下促進貿(mào)易市場與資本市場的對外開放是目前政府亟需解決的難題。本文探討了上海自由貿(mào)易試驗區(qū)金融市場體系構(gòu)建的問題。本文先從自貿(mào)區(qū)成立的國內(nèi)外背景入手,分析其成立的原因,并論述本文研究的現(xiàn)實與理論意義。隨后,本文比較了三個國家及地區(qū)的金融改革模式,梳理了上海自貿(mào)區(qū)目前的金融體系現(xiàn)狀以及存在的問題;分析了進行金融改革的先決條件;并結(jié)合國際經(jīng)驗,從資本市場對外開放、利率市場化以及金融服務產(chǎn)業(yè)的角度,提出金融改革的順序和具體實現(xiàn)途徑。其中,資本市場對外開放是構(gòu)建金融體系的基石與出發(fā)點,利率市場化改革是資本價格回歸市場的體現(xiàn),金融服務業(yè)發(fā)展則是金融體制改革的落腳點。本文針對以上三個方面,分別梳理了其發(fā)展歷程,分析了現(xiàn)有相關(guān)制度存在的問題以及提出了在上海自貿(mào)區(qū)內(nèi)可行的改革路徑。最后,本文對全文的結(jié)論進行了歸納,并對未來的研究方向進行了展望。
[Abstract]:In recent years, under the influence of the global financial crisis and the international debt crisis, China's economic growth rate has begun to slow down, and the reform of the system and the transformation of the economic structure are also at a critical stage. Economic globalization has become an irrevocable trend of development in the present era. After the financial crisis, New trade rules are gradually forming around the world. In this context, on August 22, 2013, the Shanghai (China) Free Trade pilot Zone 1 was approved by the State Council. The establishment of the Free Trade Zone is a new round of reform and opening up strategy. The top-level design with institutional reform, The aim is to form a replicable and replicable institutional mechanism to accumulate experience for further reform. The reform of the Free Trade Zone can not be separated from the construction of the financial market system. On the one hand, The establishment of the Shanghai Free Trade Zone will certainly promote the liberalization of trade. With the increase of the degree of freedom of trade, the market will put forward higher requirements for the construction of the supporting financial market system. At the same time, A sound financial market system will also further promote trade development. On the other hand, the lessons of the global financial crisis are still clear. How to promote the opening of trade market and capital market under the premise of controllable risk is a difficult problem for the government to solve at present. This paper discusses the construction of financial market system in Shanghai Free Trade Test area. Starting with the domestic and foreign background of the establishment of the FTA, This paper analyzes the reasons for its establishment and discusses the practical and theoretical significance of this study. Then, this paper compares the financial reform models of three countries and regions, and combs the current financial system status and existing problems of Shanghai Free Trade Zone. This paper analyzes the preconditions of financial reform, and puts forward the order and concrete ways of financial reform from the angle of opening up of capital market, marketization of interest rate and financial service industry, combined with international experience. The opening up of capital market is the cornerstone and starting point of constructing financial system, the reform of interest rate marketization is the embodiment of capital price returning to the market, and the development of financial service industry is the foothold of financial system reform. This paper combs its development course, analyzes the existing problems of relevant systems and puts forward the feasible reform path in Shanghai Free Trade Zone. Finally, this paper summarizes the conclusions of the full text and looks forward to the future research direction.
