【摘要】：邊境經(jīng)濟(jì)合作區(qū)是在我國(guó)沿邊地區(qū)建立的有利于發(fā)展邊境貿(mào)易和加工出口的區(qū)域,是我國(guó)實(shí)現(xiàn)沿邊開放的途徑之一。自1992年以來(lái),我國(guó)相繼建立了16個(gè)邊境經(jīng)濟(jì)合作區(qū),并從20多年的發(fā)展歷程中可以看到,邊境經(jīng)濟(jì)合作區(qū)的建設(shè)和發(fā)展對(duì)于加快沿邊開放、促進(jìn)沿邊經(jīng)濟(jì)發(fā)展、改善沿邊人民生活水平、加強(qiáng)沿邊社會(huì)穩(wěn)定起到了舉足輕重的作用。隨著全國(guó)經(jīng)濟(jì)的飛躍發(fā)展,以及西藏自治區(qū)自身經(jīng)濟(jì)發(fā)展水平的穩(wěn)步升高,為進(jìn)一步加大沿邊開放力度,發(fā)展對(duì)外貿(mào)易提供了有力支撐;中國(guó)實(shí)行的區(qū)域協(xié)調(diào)發(fā)展以及中央提供的各項(xiàng)優(yōu)惠政策為發(fā)展邊境貿(mào)易提供了重要保障;全球經(jīng)濟(jì)一體化發(fā)展以及南亞經(jīng)貿(mào)關(guān)系的不斷深入,為邊境口岸的發(fā)展提供了良好的外部環(huán)境;2013年“一帶一路”戰(zhàn)略構(gòu)想的提出更是為西藏發(fā)展沿邊開放型經(jīng)濟(jì)提供重要機(jī)遇。在這樣一個(gè)大背景下,建立吉隆邊境經(jīng)濟(jì)合作區(qū),擴(kuò)充對(duì)外貿(mào)易形式,以加快沿邊地區(qū)經(jīng)濟(jì)發(fā)展,實(shí)現(xiàn)興邊富民為目的,發(fā)展邊境貿(mào)易和加工出口能力,更好地發(fā)揮民族地區(qū)的區(qū)位優(yōu)勢(shì),提高民族地區(qū)的自我發(fā)展能力具有重要的意義。本文首先通過(guò)對(duì)邊境經(jīng)濟(jì)合作區(qū)建設(shè)所在地吉隆縣的綜合發(fā)展環(huán)境進(jìn)行分析,指明建設(shè)吉隆邊境經(jīng)濟(jì)合作區(qū)所具備的資源條件、經(jīng)濟(jì)基礎(chǔ)、政策優(yōu)勢(shì)以及社會(huì)環(huán)境,并得出通過(guò)建設(shè)邊境經(jīng)濟(jì)合作區(qū)將有效提升吉隆的資源稟賦情況,加快吉隆的經(jīng)濟(jì)發(fā)展水平,提高吉隆各項(xiàng)社會(huì)事業(yè)的發(fā)展。其次通過(guò)對(duì)比吉隆在“一帶一路”戰(zhàn)略實(shí)施前后的發(fā)展變化,突出“一帶一路”對(duì)吉隆經(jīng)濟(jì)社會(huì)發(fā)展的正外部效應(yīng),在此基礎(chǔ)上交代當(dāng)前吉隆邊境經(jīng)濟(jì)合作區(qū)平臺(tái)建設(shè)情況,并結(jié)合吉隆的綜合環(huán)境及發(fā)展現(xiàn)狀指出吉隆邊境經(jīng)濟(jì)合作區(qū)建設(shè)面臨基礎(chǔ)設(shè)施落后、缺乏產(chǎn)業(yè)支撐、政策落實(shí)不到位、人才隊(duì)伍薄弱等問(wèn)題。最后指出建設(shè)吉隆邊境經(jīng)濟(jì)合作區(qū)時(shí)應(yīng)遵守的指導(dǎo)思想及建設(shè)原則,確定吉隆邊境經(jīng)濟(jì)合作區(qū)的發(fā)展目標(biāo)及功能定位,得出建設(shè)吉隆邊境經(jīng)濟(jì)合作區(qū)應(yīng)從強(qiáng)化基礎(chǔ)設(shè)施建設(shè)、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、加大政策扶持、擴(kuò)充人才培養(yǎng)、強(qiáng)調(diào)可持續(xù)發(fā)展等幾個(gè)方面重點(diǎn)著手的具體發(fā)展路徑。
[Abstract]:The Border Economic Cooperation Zone (BEZ), which is established in the border areas of China, is conducive to the development of border trade and export processing, and is one of the ways for China to open the border. Since 1992, China has established 16 frontier economic cooperation zones in succession. From the development of more than 20 years, we can see that the construction and development of the border economic cooperation zone can accelerate the opening up of the border and promote the economic development along the border. Improving the living standards of the people along the border, strengthening social stability along the border played a pivotal role. With the rapid development of the national economy and the steady increase of the level of economic development of Tibet Autonomous region, it provides a strong support for the further opening up along the border and the development of foreign trade. China's coordinated regional development and various preferential policies provided by the central authorities have provided an important guarantee for the development of border trade; The development of global economic integration and the deepening of economic and trade relations in South Asia provide a good external environment for the development of border ports. Belt and Road's strategic concept in 2013 provides an important opportunity for Tibet to develop an open economy along the border. Against this background, we should establish the Jilong Border Economic Cooperation Zone, expand the form of foreign trade, speed up the economic development of the border areas, and realize the goal of enriching the people in the border areas, and develop border trade and export processing capabilities. It is of great significance to give full play to the regional advantages of ethnic regions and improve their self-development ability. This paper firstly analyzes the comprehensive development environment of Jilong County, where the construction of the Border Economic Cooperation Zone is located, and points out the resources, economic basis, policy advantages and social environment for the construction of the Jilong Border Economic Cooperation Zone. It is concluded that the construction of the Border Economic Cooperation Zone will effectively promote the natural endowment of Jielong, speed up the economic development of Jielong and improve the development of various social undertakings in Jielong. Secondly, by comparing the development and changes of Ji long before and after the implementation of "Belt and Road" strategy, highlighting the positive external effects of "Belt and Road" on the economic and social development of Jilong, and on this basis, explaining the current situation of the construction of the platform in the Jilong Border Economic Cooperation Zone. Combined with Jilong's comprehensive environment and current situation of development, it is pointed out that the construction of Jilong Border Economic Cooperation Zone is faced with the problems of backward infrastructure, lack of industrial support, inadequate implementation of policies, weak talent ranks, and so on. Finally, this paper points out the guiding ideology and construction principles to be followed in the construction of the Jilong Border Economic Cooperation Zone, determines the development goal and functional orientation of the Jilong Border Economic Cooperation Zone, and concludes that the construction of the Jilong Border Economic Cooperation Zone should be based on strengthening the infrastructure construction. Optimizing the industrial structure, increasing policy support, expanding talent training, emphasizing sustainable development and other aspects of the specific development path.
