【摘要】：高技術(shù)新創(chuàng)企業(yè)的成長在創(chuàng)新城市建設(shè)中扮演著越來越重要的角色,與科技創(chuàng)新之間逐漸建立起互利互動(dòng)休息與共的關(guān)系。我國十二五規(guī)劃綱要中提出了科技創(chuàng)新城市建設(shè)的要求,經(jīng)濟(jì)發(fā)展方式需要加快改進(jìn)。金融支持與科技創(chuàng)新作為經(jīng)濟(jì)發(fā)展的兩大動(dòng)力,金融支持對科技創(chuàng)新的作用不容忽視,可以為科技創(chuàng)新奠定堅(jiān)實(shí)的基礎(chǔ),整個(gè)體制的創(chuàng)新行為也會(huì)隨著科技創(chuàng)新的變化而增多。因此創(chuàng)新城市的建設(shè)與科技企業(yè)的發(fā)展息息相關(guān)。收益大風(fēng)險(xiǎn)高資產(chǎn)規(guī)模小是中小企業(yè)的特征,而且資金需求缺口往往比較大,因此科技型中小企業(yè)的金融支持問題就成為創(chuàng)新城市發(fā)展的重要問題之一。北京市作為我國的首都,為了加強(qiáng)對科技企業(yè)的金融支持力度,提出科技金融理念,這種理念對中小企業(yè)來說無論是緩解資金存在的壓力,還是融資方面存在的問題都具有舉足輕重的作用。本文選取北京市作為研究重點(diǎn),分析金融支持與科技創(chuàng)新之間的關(guān)系,總結(jié)北京市中小企業(yè)金融支持的現(xiàn)狀,以此作為研究基礎(chǔ)分析二者結(jié)合的因素。通過梳理國內(nèi)外先進(jìn)的金融支持經(jīng)驗(yàn),提出解決金融創(chuàng)新的對策,分別從統(tǒng)籌聯(lián)動(dòng)機(jī)制、優(yōu)化財(cái)政資金支持重點(diǎn)、完善股權(quán)結(jié)構(gòu)發(fā)展、建立科技金融中介服務(wù)體系等方面提出建議。
[Abstract]:The growth of high-tech start-ups is playing an increasingly important role in the construction of innovative cities. The relationship between scientific and technological innovation and mutually beneficial interaction and rest is gradually established. In the outline of the 12th Five-Year Plan of our country, the requirements for the construction of scientific and technological innovation cities have been put forward. Financial support and scientific and technological innovation are two major driving forces of economic development. The role of financial support in scientific and technological innovation cannot be ignored and can lay a solid foundation for scientific and technological innovation. The innovation behavior of the whole system will also increase with the change of scientific and technological innovation. Therefore, the construction of innovative cities is closely related to the development of science and technology enterprises. Moreover, the gap in capital demand is often quite large, so the financial support of small and medium-sized technology-based enterprises has become one of the important problems in the development of innovative cities. As the capital of our country, in order to strengthen the financial support for scientific and technological enterprises, This paper puts forward the idea of science and technology finance, which plays an important role in alleviating the pressure of capital existence and the problems existing in financing for small and medium-sized enterprises. This paper analyzes the relationship between financial support and scientific and technological innovation, summarizes the current situation of financial support for small and medium-sized enterprises in Beijing, and takes it as the basic research basis to analyze the factors that combine the two. Through combing the advanced financial support experience at home and abroad, The countermeasures to solve the financial innovation are put forward from the following aspects: the linkage mechanism, the optimization of the key points of financial support, the improvement of the ownership structure, and the establishment of the service system of the sci-tech financial intermediary.
