【摘要】：貧困問題一直是世界性的研究課題,作為農(nóng)業(yè)大國的中國,農(nóng)村貧困形勢尤為嚴(yán)峻,反貧困事業(yè)任重而道遠(yuǎn)。要解決中國農(nóng)村的貧困問題,須厘清我國農(nóng)村貧困人口當(dāng)前的現(xiàn)狀,在掌握農(nóng)村貧困人口的現(xiàn)狀基礎(chǔ)上發(fā)掘我國農(nóng)村貧困人口致貧的成因,從農(nóng)村貧困人口的角度分析在現(xiàn)階段有哪些致貧因素在影響著他們走向富裕的生活,并結(jié)合我國以政府為主導(dǎo)的農(nóng)村扶貧中,分析我國政府的農(nóng)村扶貧行為存在的問題,提出解決農(nóng)村貧困人口困境的建議。本文通過在對(duì)已有的相關(guān)文獻(xiàn)、政策和數(shù)據(jù)進(jìn)行梳理和分析,并結(jié)合深入基層的所見、所聞、所感,運(yùn)用窮人經(jīng)濟(jì)學(xué)原理從貧困人口的角度分析,發(fā)現(xiàn)農(nóng)村貧困人口面臨著住房、收入、教育、生理、心理等方面的致貧成因,目前,政府雖進(jìn)行了農(nóng)村生活、社會(huì)和醫(yī)療等方面的救助,并取得了巨大的成效,但是仍有部分人口未能擺脫貧困,過去大面積的扶貧政策在貫徹實(shí)施過程中存在著一定的不足:扶貧目標(biāo)發(fā)生偏移,扶貧資源使用缺乏監(jiān)督管理,扶貧反饋機(jī)制不完善,這些政策的不足影響著農(nóng)村貧困人口脫貧致富。因此對(duì)于中國目前剩余的農(nóng)村貧困人口要采取精準(zhǔn)扶貧方式,加強(qiáng)農(nóng)村貧困人口脫貧的積極性與參與性,從政策的宏觀層面提出了政府須加強(qiáng)精準(zhǔn)扶貧,瞄準(zhǔn)農(nóng)村扶貧目標(biāo),加強(qiáng)扶貧資源的監(jiān)督與管理,減少扶貧資源的浪費(fèi),完善扶貧績效反饋機(jī)制,衡量脫貧成效,同時(shí)也從農(nóng)村貧困人口面臨的現(xiàn)實(shí)問題的微觀層面提出要完善農(nóng)村住房保障政策,教育扶貧政策,社會(huì)保障扶貧政策以及農(nóng)村精神文化扶貧政策,切實(shí)解決農(nóng)村貧困人口的現(xiàn)實(shí)問題,能為扶貧工作提供可行的建議。但由于探索時(shí)間較短,在農(nóng)村貧困人口致貧成因方面缺乏定量研究,扶貧政策分析方面存在一定的不足。
[Abstract]:Poverty has always been a worldwide research topic. As a large agricultural country, the situation of rural poverty in China is particularly severe, and the cause of anti-poverty has a long way to go. It is necessary to solve the problem of poverty in China's rural areas. It is necessary to clarify the current situation of the rural poor population in China, and explore the causes of poverty caused by the rural poor population on the basis of mastering the present situation of the rural poor population. From the point of view of the rural poor population, this paper analyzes the factors that lead to poverty in the present stage and analyzes the problems existing in the rural poverty alleviation behavior of our government in the light of the fact that the government is leading the rural poverty alleviation in our country. Put forward some suggestions to solve the plight of the rural poor. This paper combs and analyzes the relevant documents, policies and data, and combines with what we see, hear and feel at the grass-roots level. From the point of view of the poor, it is found that the poor in rural areas are facing the causes of poverty in the aspects of housing, income, education, physiology, psychology and so on. At present, although the government has carried out rural life, Social and medical assistance has achieved great results, but there are still some people unable to get rid of poverty. In the past, there were certain deficiencies in the implementation of large-scale poverty alleviation policies: the goal of poverty alleviation was offset. The lack of supervision and management over the use of poverty alleviation resources, the imperfect feedback mechanism for poverty alleviation, and the inadequacy of these policies have affected the rural poor to get rid of poverty and become rich. Therefore, for the remaining rural poor in China, it is necessary to adopt an accurate way of helping the poor. In order to strengthen the enthusiasm and participation of the rural poor in poverty alleviation, the government should strengthen the precision poverty alleviation, aim at the rural poverty alleviation target, strengthen the supervision and management of poverty alleviation resources, and reduce the waste of poverty alleviation resources. Improve the feedback mechanism of poverty alleviation performance, measure the effectiveness of poverty alleviation, at the same time, from the micro level of the real problems facing the rural poor population, we should improve the rural housing security policy, education poverty alleviation policy, The social security poverty alleviation policy and the rural spiritual and cultural poverty alleviation policy can effectively solve the real problems of the rural poor population, and can provide feasible suggestions for poverty alleviation work. However, due to the short time of exploration, There is a lack of quantitative research on the causes of poverty among the poor in rural areas, and some deficiencies in the analysis of poverty alleviation policies.
