【摘要】：改革開放以來,我國(guó)正逐步由以傳統(tǒng)的農(nóng)業(yè)為經(jīng)濟(jì)支柱向第二、第三產(chǎn)業(yè)轉(zhuǎn)移,城鎮(zhèn)化迅速發(fā)展。隨之而來的是大量農(nóng)民離開土地向城市轉(zhuǎn)移,這一過程逐漸形成了以城市化為核心的農(nóng)民市民化。農(nóng)民市民化是我國(guó)實(shí)現(xiàn)現(xiàn)代化目標(biāo)的必經(jīng)之路,也是現(xiàn)代社會(huì)發(fā)展和進(jìn)步必然要求,其中農(nóng)民融入城市的程度是農(nóng)民市民化實(shí)現(xiàn)的先決條件。隨著城市經(jīng)濟(jì)的發(fā)展和農(nóng)業(yè)科技的進(jìn)步,大量農(nóng)村剩余勞動(dòng)力涌入城市,同時(shí),城市規(guī)模的不斷擴(kuò)大,城市周邊的農(nóng)村逐步納入城市范疇,農(nóng)民城市融入問題日趨凸顯。我國(guó)目前農(nóng)民城市融入主要以城市農(nóng)民工、城中村農(nóng)民和城郊農(nóng)民為研究對(duì)象,本文以新鄉(xiāng)市城郊失地農(nóng)民為案例研究城郊失地農(nóng)民的城市融入問題。城郊村農(nóng)民為城市的發(fā)展貢獻(xiàn)出土地,今后的生活逐步向城市轉(zhuǎn)移,失地農(nóng)民向城市的融入是立體的,循序漸進(jìn)的過程。從戶籍層面上,農(nóng)民的戶籍逐漸由農(nóng)業(yè)戶口向城市戶口轉(zhuǎn)移,成為市民;在經(jīng)濟(jì)層面上,他們失去土地的保障,職業(yè)的轉(zhuǎn)變困難,經(jīng)濟(jì)收入和醫(yī)療養(yǎng)老保障沒有得到有效的改善;在心理認(rèn)同層面,居住環(huán)境的轉(zhuǎn)變對(duì)其原有的思想觀念產(chǎn)生沖擊,各方面的影響導(dǎo)致失地農(nóng)民對(duì)城市產(chǎn)生抵觸情緒,城市歸屬感不強(qiáng),這些問題都阻礙了城郊失地農(nóng)民融入城市的進(jìn)程。失地農(nóng)民離開土地,又無法融入城市,逐漸成為城市的邊緣人,如何解決好城郊失地農(nóng)民城市融入成為目前學(xué)術(shù)界研究的熱點(diǎn)。本文首先對(duì)城郊村、失地農(nóng)民、城市融入的基本概念進(jìn)行界定,并以人本發(fā)展理論、二元經(jīng)濟(jì)結(jié)構(gòu)理論和邊緣化理論作為理論支撐,通過對(duì)新鄉(xiāng)市城郊多個(gè)被征地村落進(jìn)行實(shí)地調(diào)查和對(duì)失地農(nóng)民生活現(xiàn)狀調(diào)查的借鑒,討論了目前新鄉(xiāng)市失地農(nóng)民在城市融入過程中存在的問題,進(jìn)而分析影響城市融入程度的制約因素,最后提出相應(yīng)的對(duì)策。
[Abstract]:Since the reform and opening up, China is gradually changing from traditional agriculture as the economic pillar to the second, tertiary industry, and the rapid development of urbanization. Following this, a large number of peasants left the land and moved to the city, which gradually formed the urbanization as the core of farmer citizenship. The urbanization of farmers is the only way to realize the goal of modernization in China, and it is also the inevitable requirement of the development and progress of modern society. The degree of farmers' integration into the city is the prerequisite for the realization of the urbanization of farmers. With the development of urban economy and the progress of agricultural science and technology, a large number of rural surplus labor force flows into the city. At the same time, with the continuous expansion of the urban scale, the rural areas around the city are gradually brought into the urban category, and the problem of farmers' urban integration is becoming increasingly prominent. At present, the farmers' urban integration in our country mainly takes the urban migrant workers, the village farmers and the suburban farmers as the research object. This paper takes the suburb of Xinxiang city as a case to study the urban integration of the peasants who have lost their land in the suburbs. The peasants in suburban villages contribute their land to the development of the city, and gradually transfer their life to the cities in the future. The integration of land-lost peasants into the cities is a three-dimensional and gradual process. From the household registration level, the household registration of the peasants is gradually transferred from the agricultural hukou to the urban hukou, becoming a citizen. At the economic level, they lose the protection of their land and have difficulty in changing their occupation. Economic income and medical old-age security have not been effectively improved; on the level of psychological identity, the change of living environment has an impact on their original ideas, all aspects of the impact of the loss of farmers to the city caused resistance, The sense of belonging of the city is not strong, these problems have hindered the process of farmers' integration into the city. Since landless farmers leave the land and cannot be integrated into the city, they have gradually become the marginal people of the city. How to solve the problem of the peasants' integration in the suburbs has become a hot research topic in the academic circles at present. This paper first defines the basic concepts of suburban villages, landless farmers and urban integration, and takes the theory of human-oriented development, dual economic structure theory and marginalization theory as the theoretical support. Based on the field investigation of many land-expropriated villages in the suburbs of Xinxiang City and the investigation of the living conditions of landless farmers, the problems existing in the process of integration of land-lost peasants in Xinxiang City are discussed. Then it analyzes the restrictive factors that affect the degree of urban integration, and finally puts forward the corresponding countermeasures.
