【摘要】：哈薩克斯坦與新疆接壤，在政治、經(jīng)濟(jì)、文化等不同領(lǐng)域都與中國(guó)建立了友好的合作。語言問題對(duì)一個(gè)國(guó)家以及社會(huì)的穩(wěn)定有著重要的影響作用，本文主要對(duì)哈薩克斯坦建國(guó)后的語言規(guī)劃進(jìn)行了研究。本文主要使用了文獻(xiàn)法、訪談法和描述性研究法。對(duì)哈薩克斯坦建國(guó)以來的國(guó)家憲法、語言法、教育法、國(guó)家發(fā)展綱要以及總統(tǒng)的重要講話進(jìn)行了梳理和總結(jié)，找出其中具有代表性的特征。通過對(duì)留學(xué)生的訪談了解語言規(guī)劃在國(guó)民中的影響。 本文主要分為七個(gè)部分，第一部分介紹了哈薩克斯坦語言規(guī)劃研究的背景、研究意義和研究方法。并詳細(xì)的分析了相關(guān)研究現(xiàn)狀，對(duì)中外研究成果進(jìn)行了梳理，，提出了本文的創(chuàng)新之處。第二部分對(duì)哈薩克斯坦建國(guó)前的語言規(guī)劃進(jìn)行了概述。第三部分分別從語言本體規(guī)劃和地位規(guī)劃對(duì)哈薩克斯坦不同領(lǐng)域的語言規(guī)劃進(jìn)行了詳細(xì)的分析。第四部分分析了語言規(guī)劃中體現(xiàn)的特點(diǎn)。第五部分分析了影響語言規(guī)劃的因素。第六部分和第七部分分別是通過對(duì)哈薩克斯坦語言規(guī)劃研究獲得的相關(guān)啟示以及對(duì)哈薩克斯坦語言規(guī)劃的總結(jié)。 通過研究發(fā)現(xiàn)：哈薩克斯坦政府借助語言規(guī)劃加強(qiáng)了民族團(tuán)結(jié)，保障了社會(huì)的穩(wěn)定。哈薩克斯坦語言規(guī)劃體現(xiàn)出了其政府的決心，例如在文字的改革中，將基里爾文改為拉丁文將會(huì)面對(duì)很大爭(zhēng)議和困難，但哈薩克斯坦政府依然堅(jiān)定這一文字改革，可見其文字改革的決心。哈薩克斯坦政府在語言規(guī)劃中很好的處理了國(guó)語與官方語言問題，一方面大力推行國(guó)語，另一方面也保障俄語在國(guó)家中的地位，在雙語問題上體現(xiàn)出了平等自愿的原則。這樣的做法有利于國(guó)家的安定，也有利于與其他俄語國(guó)家的交流與合作。 總之，哈薩克斯坦的語言規(guī)劃取得了一定成效，國(guó)家為發(fā)展哈薩克語采取了一系列措施，也保障了俄語的地位。而雙語現(xiàn)象將長(zhǎng)期存在，同時(shí)國(guó)家開始注重外語的學(xué)習(xí)，力求與世界接軌。哈薩克斯坦文字的改革也顯示了政府的堅(jiān)定的信心，政府將不斷完善語言規(guī)劃。
[Abstract]:Kazakhstan, bordering Xinjiang, has established friendly cooperation with China in political, economic, cultural and other fields. Language issues play an important role in the stability of a country and society. This paper mainly studies the language planning after the founding of Kazakhstan. This article mainly uses the literature method, the interview method and the descriptive research method. This paper summarizes the constitution, language law, education law, national development outline and the president's important speech since the founding of Kazakhstan, and finds out the representative characteristics of the state constitution, language law, education law, national development outline and the president's important speech. To understand the influence of language planning on the people through interviews with foreign students. This paper is divided into seven parts. The first part introduces the background, significance and research methods of language planning in Kazakhstan. And detailed analysis of the status quo of relevant research, research results at home and abroad have been combed, and proposed the innovation of this paper. The second part summarizes the language planning before the founding of Kazakhstan. In the third part, language planning in different fields of Kazakhstan is analyzed in detail from language ontology planning and position planning. The fourth part analyzes the characteristics of language planning. The fifth part analyzes the factors that affect language planning. The sixth part and the seventh part respectively through the Kazakhstan language planning research obtains the related enlightenment and the summary to the Kazakhstan language plan. Through the research, the Kazakh government strengthened the national unity with the help of language planning and guaranteed the social stability. The Kazakh language programme reflects the determination of his Government, such as the transformation of Kiribati to Latin, which will face considerable controversy and difficulties, in the context of the text reform, but the Government of Kazakhstan remains firm in this reform. This shows his determination to reform his handwriting. The Kazakh government has dealt well with the problems of national language and official language in its language planning. On the one hand, it has vigorously promoted the state language, on the other hand, it has also guaranteed the Russian language's status in the country, which embodies the principle of equality and willingness in bilingual issues. This practice is conducive to the stability of the country, but also conducive to the exchange and cooperation with other Russian-speaking countries. In short, Kazakh language planning has achieved some results, the state has taken a series of measures to develop Kazakh, and also guaranteed the status of Russian. Bilingual phenomenon will exist for a long time, and the country has begun to pay attention to foreign language learning, and strive to connect with the world. The Kazakh text reform also shows the government's firm confidence that it will continue to refine language planning.
