【摘要】：國家動員是以人民群眾利益為宗旨、以法律制度為依據(jù),以推動本國社會均衡、健康、可持續(xù)發(fā)展為目的,通過科學合理地整合社會各界資源,制定國家政策動員的過程。我國是一個有著深厚動員傳統(tǒng)的國家,有力的國家動員既是我們應對外敵、客服困難的方式和手段,也是我國戰(zhàn)勝公共危機的重要方法和途徑。隨著經(jīng)濟全球化趨勢愈演愈烈,各國在享受現(xiàn)代文明成果的同時,公共危機也應運而生,然而,公共危機嚴重危害了社會的和諧安定和公眾的人身和經(jīng)濟安全。因此,在公共危機傳播中,構(gòu)建國家動員體制,充分利用國家動員體制內(nèi)外的各種資源規(guī)范公共危機信息的傳播,維護社會公共秩序勢在必行。本文將采取資料分析法、案例分析法以及政治學、社會學、管理學以及傳播學相結(jié)合的跨學科分析法為研究方法來進行研究。第一章為緒論,第二章為理論分析以及公共危機傳播中國家動員的重要性和必要性分析。第三章將國家動員體系進行主客體劃分,并以2008年汶川地震危機、2010年大連輸油管道爆炸危機、2011年溫州動車追尾事故危機以及2014年昆明火車站暴恐危機為研究對象,以我國公共危機國家動員主客體的優(yōu)勢特征和不足之處為落腳點,對我國自社交化媒體時期以來的特大危機事件進行系統(tǒng)的梳理,構(gòu)建一套以政府為動員主體、社會公眾為國家動員客體、媒介為國家動員渠道的國家動員體系。第四章將基于上一章節(jié)中四則公共危機國家動員案例分析,來進一步分析總結(jié)社會化媒體時期以來,我國公共危機傳播中國家動員策略存在的問題,并將從政治、經(jīng)濟、文化和心理因素著手剖析其問題存在的深層次原因。本文第五章將從國家動員三支主要力量——政府、媒體、公眾角度著手,有針對性地提出相應的國家動員策略,并形成了一套完整、可行的公共危機傳播中國家動員策略提案。希望通過本文的研究和分析,從理論視角和實際應用對我國公共危機傳播中國家動員機制提供理論支撐和應用意義。
[Abstract]:National mobilization is the process of making national policy mobilization by integrating the resources of all walks of life scientifically and rationally, taking the interests of the people as the purpose, taking the legal system as the basis, promoting the balance, health and sustainable development of our own society. Our country is a country with deep mobilization tradition, the powerful national mobilization is not only the way and means to deal with the difficulties of foreign enemies and customer service, but also the important way to overcome the public crisis. With the increasing trend of economic globalization, countries enjoy the fruits of modern civilization at the same time, the public crisis came into being. However, the public crisis seriously endangers the social harmony and stability and public personal and economic security. Therefore, in the process of public crisis communication, it is imperative to construct a national mobilization system, make full use of various resources inside and outside the national mobilization system to standardize the dissemination of public crisis information and maintain social public order. This article will adopt the data analysis method, the case analysis method and the political science, the sociology, the management science and the communication science unifies the interdisciplinary analysis method as the research method carries on the research. The first chapter is the introduction, the second chapter is the theoretical analysis and the importance and necessity of national mobilization in the spread of public crisis. The third chapter divides the national mobilization system into the subject and object, and takes the Wenchuan earthquake crisis in 2008, the Dalian oil pipeline explosion crisis in 2010, the Wenzhou train crash crisis in 2011 and the Kunming railway station crisis in 2014 as the research objects. Based on the advantages and disadvantages of the mobilization of the subject and object in China's public crisis, this paper systematically combs the major crisis events in China since the period of social media, and constructs a set of government as the mobilization subject. The public is the object of national mobilization and the media is the national mobilization system of national mobilization channels. The fourth chapter will further analyze and summarize the problems existing in the national mobilization strategy in the dissemination of public crisis in China since the period of social media, based on the case study of the four public crisis mobilization cases in the previous chapter, and will further analyze and summarize the problems existing in the national mobilization strategy in the period of social media. Cultural and psychological factors began to analyze the underlying causes of its problems. In the fifth chapter, from the point of view of the government, the media and the public, the author will put forward the corresponding national mobilization strategy, and form a set of complete and feasible national mobilization strategy proposal in the public crisis communication. Through the research and analysis of this paper, the author hopes to provide theoretical support and practical significance for the national mobilization mechanism in the public crisis communication in China from the theoretical perspective and practical application.
