【摘要】：全面梳理了產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟理論,分析了產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟與區(qū)域創(chuàng)新體系的關(guān)系和意義。探討了遼寧產(chǎn)業(yè)技術(shù)創(chuàng)新戰(zhàn)略聯(lián)盟存在著聯(lián)盟數(shù)量少、骨干企業(yè)參與聯(lián)盟建設(shè)責(zé)任感差、聯(lián)盟運(yùn)行體制機(jī)制不健全和聯(lián)盟整體建設(shè)層次較低等問題。針對上述問題,提出了促進(jìn)遼寧產(chǎn)業(yè)技術(shù)創(chuàng)新聯(lián)盟發(fā)展的建議:強(qiáng)化三螺旋結(jié)構(gòu),優(yōu)化聯(lián)盟伙伴關(guān)系,加強(qiáng)不同層面技術(shù)研發(fā)關(guān)系,健全成果分享與風(fēng)險分擔(dān)機(jī)制,協(xié)調(diào)政府投入與企業(yè)投入關(guān)系,優(yōu)化整體利益和個體利益關(guān)系,確立競爭與合作關(guān)系,明確資源整合與優(yōu)化配置關(guān)系,協(xié)調(diào)各種聯(lián)盟模式的關(guān)系以及明確聯(lián)盟的開放性與有限性。
[Abstract]:This paper comprehensively combs the theory of strategic alliance of industrial technological innovation, analyzes the relationship and significance of strategic alliance of industrial technological innovation and regional innovation system, and probes into the small number of alliances in strategic alliance of industrial technological innovation in Liaoning Province. The key enterprises have a poor sense of responsibility to participate in the construction of the alliance, the operating system mechanism of the alliance is not perfect and the overall construction level of the alliance is relatively low. In view of the above problems, the paper puts forward some suggestions for promoting the development of Liaoning industrial and technological innovation alliance: strengthening the three-helix structure, and so on. Optimize the alliance partnership, strengthen the technological research and development relationship at different levels, perfect the mechanism of achievement sharing and risk sharing, coordinate the relationship between government input and enterprise investment, optimize the relationship between the whole benefit and individual interest, and establish the competition and cooperation relationship. The relationship between resource integration and optimal allocation, the relationship between various alliance modes and the openness and limitation of the alliance are clarified.
