【摘要】：貧困問題是經(jīng)濟學(xué)中的一個重要課題,貧困線測算又是貧困問題中很重要的研究領(lǐng)域。貧困的度量和反貧困政策的實施都與貧困線制定息息相關(guān)。本文從多維貧困視角對我國城鎮(zhèn)貧困線標(biāo)準(zhǔn)進行研究,運用擴展線性支出法測算出多維度的城鎮(zhèn)貧困線,再與我國現(xiàn)行城鎮(zhèn)貧困線對比分析,得出我國現(xiàn)行城鎮(zhèn)貧困線存在的問題,最后對我國現(xiàn)行城鎮(zhèn)貧困線提出政策建議。 首先,通過對多維貧困的研究,對貧困及貧困線的內(nèi)涵有了更深入的認(rèn)識,所以對于我國城鎮(zhèn)貧困線的制定標(biāo)準(zhǔn)有了重新的思考。貧困線與多維貧困息息相關(guān),貧困線是對多維平貧困研究的切入點,多維貧困是研究貧困線的基礎(chǔ)和指導(dǎo)方針。 其次,對多維度城鎮(zhèn)貧困線進行測算分析,依據(jù)多維貧困理論,將居民消費支出中的五項：食品、衣著、居住、醫(yī)療保健、文教娛樂支出都考慮在內(nèi),運用擴展線性支出法對多維度城鎮(zhèn)貧困線進行測算。結(jié)果顯示,我國現(xiàn)行城鎮(zhèn)貧困線與用擴展線性支出法測算的多維度城鎮(zhèn)貧困線相差甚遠(yuǎn),我國現(xiàn)行城鎮(zhèn)貧困線僅能滿足貧困人群食品支出和衣著支出。 第三,對我國現(xiàn)行城鎮(zhèn)貧困線的歷史演變及特點進行了介紹。了解我國現(xiàn)行城鎮(zhèn)貧困線制定依據(jù)和修改過程及部分省市現(xiàn)行城鎮(zhèn)貧困線的制定特點。 第四,通過我國現(xiàn)行城鎮(zhèn)貧困線與測算出的多維度城鎮(zhèn)貧困線相對比,分析出我國現(xiàn)行城鎮(zhèn)貧困線存在的問題。我國城鎮(zhèn)貧困線的制定沒有從多維貧困角度考慮,原來對貧困的認(rèn)識僅停留在吃、住的水平,但隨著人類社會的發(fā)展,已經(jīng)跨越了絕對貧困的時代,相對貧困表現(xiàn)突出。相對貧困考慮的不僅是吃住問題,更表現(xiàn)為受教育權(quán)利、政治權(quán)利、和公共產(chǎn)品的享有等,所以貧困線也要重新以多維貧困的貧困理論為依據(jù)來制定。 最后,針對我國現(xiàn)行城鎮(zhèn)貧困線存在問題提出調(diào)整思路及建議。本文針對性的提出了我國現(xiàn)行城鎮(zhèn)貧困線的調(diào)整思路,主要包括制定城鎮(zhèn)貧困線應(yīng)注重多維貧困角度、實施梯度救助、加大救助力度和范圍、科學(xué)區(qū)分救助群體,重視低保制度中的醫(yī)療、教育等方面的政策建議。
[Abstract]:Poverty is an important issue in economics. The measurement of poverty line is also an important research field in poverty problem. The measurement of poverty and the implementation of anti-poverty policy are closely related to the formulation of poverty line. The multi-dimensional urban poverty line is calculated by using the extended linear expenditure method, and then compared with the current urban poverty line in China, the problems existing in the current urban poverty line in China are obtained. Finally, the policy recommendations on the current urban poverty line in China are put forward. First of all, through the study of multidimensional poverty, we have a deeper understanding of the connotation of poverty and poverty line, so we have a new thinking on the formulation of the urban poverty line in China. The poverty line is closely related to multidimensional poverty. Poverty line is the breakthrough point of multidimensional poverty research, and multidimensional poverty is the foundation and guideline of poverty line research. Secondly, the multi-dimensional urban poverty line is calculated and analyzed. According to the multidimensional poverty theory, five items of residents' consumption expenditure are taken into account: food, clothing, housing, medical care, cultural, educational and recreational expenditure. This paper uses the extended linear expenditure method to measure the multi-dimensional urban poverty line. The results show that the current urban poverty line in China is very different from the multi-dimensional urban poverty line measured by the extended linear expenditure method. The current urban poverty line in China can only meet the food and clothing expenditure of the poor people. Thirdly, the historical evolution and characteristics of the current urban poverty line in China are introduced, and the basis and revision process of the current urban poverty line in China and the characteristics of the current urban poverty line in some provinces and cities are understood. In 4th, by comparing the current urban poverty line with the multi-dimensional urban poverty line, the paper analyzes the problems existing in the urban poverty line in China. The formulation of the urban poverty line in China is not considered from the perspective of multidimensional poverty. Originally, the understanding of poverty only remained at the level of eating and living, but with the development of human society, it has already crossed the era of absolute poverty, and relative poverty is outstanding. What relative poverty considers is not only the problem of food and accommodation, but also the right to education. Political rights, and the enjoyment of public goods, so the poverty line should also be based on the poverty theory of multi-dimensional poverty. Finally, in view of the existing problems of the urban poverty line in China, the author puts forward the adjustment ideas and suggestions. This paper puts forward the adjustment ideas of the current urban poverty line in China, including the formulation of the urban poverty line should pay attention to the perspective of multidimensional poverty. Implementing gradient relief, increasing the strength and scope of relief, scientifically distinguishing relief groups, paying attention to the medical treatment, education and other policy recommendations in the system of minimum living allowance.
