【摘要】：隨著國(guó)際分工與國(guó)際貿(mào)易的逐步延伸,全球一體化是未來(lái)經(jīng)濟(jì)發(fā)展的必然趨勢(shì),經(jīng)濟(jì)開發(fā)區(qū)正是在這樣的時(shí)代背景下由西方發(fā)達(dá)國(guó)家逐漸傳遞到發(fā)展中國(guó)家,其成為了一個(gè)國(guó)家經(jīng)濟(jì)發(fā)展的重要載體。我國(guó)自1984年鄧小平同志提出興辦經(jīng)濟(jì)開發(fā)區(qū)以來(lái),各類經(jīng)濟(jì)開發(fā)區(qū)都取得了長(zhǎng)足的發(fā)展,為國(guó)民經(jīng)濟(jì)持續(xù)增長(zhǎng)作出了巨大的貢獻(xiàn),尤其是在改革開發(fā)初期,經(jīng)濟(jì)開發(fā)區(qū)推動(dòng)所在城市經(jīng)濟(jì)高速增長(zhǎng)的作用,對(duì)還沒有開發(fā)區(qū)或正在籌建開發(fā)區(qū)的地方政府是一種極大的鼓舞。2003年,在不到960萬(wàn)平方公里面積萬(wàn)分之一的土地上,我國(guó)54個(gè)國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)創(chuàng)造了占全國(guó)8.1%的工業(yè)增加值和5.21%的生產(chǎn)總值(GDP)。實(shí)踐證明,經(jīng)濟(jì)開發(fā)區(qū)已經(jīng)成為促進(jìn)國(guó)民經(jīng)濟(jì)持續(xù)穩(wěn)定快速發(fā)展的重要引擎。崇陽(yáng)經(jīng)濟(jì)開發(fā)區(qū)是在原青山工業(yè)園區(qū)和崇陽(yáng)縣天城工業(yè)園區(qū)兩個(gè)園區(qū)整合組建成立的。經(jīng)過(guò)幾年的發(fā)展,崇陽(yáng)縣經(jīng)濟(jì)開發(fā)區(qū)有了一定的成績(jī),但也存在一些問(wèn)題,如招商引資乏力,基礎(chǔ)設(shè)施建設(shè)簡(jiǎn)單、項(xiàng)目建設(shè)推進(jìn)速度慢等諸多問(wèn)題,發(fā)展?fàn)顩r并沒有達(dá)到預(yù)期的設(shè)想。因此,本文首先列出了崇陽(yáng)縣經(jīng)濟(jì)開發(fā)區(qū)發(fā)展過(guò)程中存在的問(wèn)題,其次詳細(xì)的分析了問(wèn)題存在的原因,最后提出發(fā)展的相應(yīng)對(duì)策和保障措施。本文的研究將對(duì)政府部門決策具有一定的指導(dǎo)作用,對(duì)進(jìn)一步完善崇陽(yáng)縣經(jīng)濟(jì)開發(fā)區(qū)的發(fā)展具有一定的參考價(jià)值。
[Abstract]:With the gradual extension of international division of labor and international trade, global integration is the inevitable trend of economic development in the future. It is under this background that economic development zones are gradually transferred from western developed countries to developing countries. It has become an important carrier of national economic development. Since Comrade Deng Xiaoping proposed to set up economic development zones in 1984, all kinds of economic development zones have made great progress and made great contributions to the sustained growth of the national economy, especially in the early stage of reform and development. The role of economic development zones in promoting rapid economic growth in their cities is a great encouragement to local governments that do not have or are planning to build development zones. In 2003, on less than 1/10000 square kilometers of land, China's 54 state-level economic and technological development zones have created 8.1% of the country's industrial added value and 5.21% of its gross domestic product (GDP). Practice has proved that the economic development zone has become an important engine to promote the sustained, stable and rapid development of the national economy. Chongyang Economic Development Zone was established in the former Qingshan Industrial Park and Chongyang County Tiancheng Industrial Park. After several years of development, Chongyang County Economic Development Zone has made certain achievements, but there are also some problems, such as lack of investment, simple infrastructure construction, slow construction of projects, and so on. The state of development did not meet the expectations. Therefore, this paper lists the problems in the development process of Chongyang Economic Development Zone, and then analyzes the causes of the problems in detail, and finally puts forward the corresponding countermeasures and safeguards for the development of Chongyang County Economic Development Zone. The research of this paper will have certain guiding function to the decision making of the government department and has certain reference value to further perfect the development of economic development zone of Chongyang county.
