【摘要】：自改革開(kāi)放以來(lái)，新疆乘全國(guó)經(jīng)濟(jì)增長(zhǎng)的東風(fēng)，實(shí)現(xiàn)了經(jīng)濟(jì)的快速增長(zhǎng)。然而，高經(jīng)濟(jì)增長(zhǎng)并沒(méi)有帶動(dòng)高就業(yè)增長(zhǎng)，高的經(jīng)濟(jì)增長(zhǎng)并沒(méi)有使失業(yè)率得到明顯的改善�！案呓�(jīng)濟(jì)增長(zhǎng)-低就業(yè)增長(zhǎng)”現(xiàn)象成為新疆經(jīng)濟(jì)社會(huì)的一道景觀，影響著新疆經(jīng)濟(jì)發(fā)展的質(zhì)量、并制約著經(jīng)濟(jì)的后續(xù)發(fā)展。本文以新疆的經(jīng)驗(yàn)統(tǒng)計(jì)數(shù)據(jù)為基礎(chǔ)，運(yùn)用規(guī)范分析與實(shí)證分析相結(jié)合的方法，考察了新疆就業(yè)增長(zhǎng)與經(jīng)濟(jì)增長(zhǎng)不一致的經(jīng)濟(jì)社會(huì)現(xiàn)象，找出了原因，并提出了相關(guān)政策性建議。 本文結(jié)論認(rèn)為，不同的經(jīng)濟(jì)發(fā)展模式對(duì)就業(yè)推動(dòng)作用差異很大，勞動(dòng)密集型經(jīng)濟(jì)模式吸納就業(yè)能力較強(qiáng)，資本密集型模式吸納就業(yè)能力較弱。過(guò)度依靠資本密集型國(guó)有投資的發(fā)展模式使新疆經(jīng)濟(jì)快速增長(zhǎng)的同時(shí)，扭曲了經(jīng)濟(jì)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)，并嚴(yán)重制約了經(jīng)濟(jì)增長(zhǎng)對(duì)就業(yè)的吸納能力。而走出“高增長(zhǎng)-低就業(yè)”困境的途徑是：轉(zhuǎn)變經(jīng)濟(jì)發(fā)展模式，調(diào)整經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)，提高非公有制經(jīng)濟(jì)的比重，不斷推進(jìn)改革、推進(jìn)市場(chǎng)化進(jìn)程，大力發(fā)展能吸納較多勞動(dòng)力就業(yè)的中小民營(yíng)經(jīng)濟(jì)，以提高整體就業(yè)水平。同時(shí)經(jīng)濟(jì)產(chǎn)業(yè)政策、發(fā)展戰(zhàn)略要兼顧就業(yè)目標(biāo)。就業(yè)增長(zhǎng)與經(jīng)濟(jì)增長(zhǎng)之間需要建立有效的傳導(dǎo)機(jī)制，，以保持兩者之間產(chǎn)生良性互動(dòng)。
[Abstract]:Since the reform and opening up, Xinjiang has taken advantage of the national economic growth to achieve rapid economic growth. However, high economic growth has not led to high employment growth, and high economic growth has not led to a significant improvement in the unemployment rate. The phenomenon of "high economic growth-low employment growth" has become a landscape of Xinjiang's economy and society, which affects the quality of Xinjiang's economic development and restricts its subsequent development. Based on the empirical statistical data of Xinjiang, this paper investigates the economic and social phenomena of the inconsistency between employment growth and economic growth in Xinjiang by means of normative analysis and empirical analysis, finds out the causes, and puts forward some relevant policy suggestions. The conclusion of this paper is that the different economic development models have great difference in promoting employment, the labor-intensive economic model has a strong ability to absorb employment, and the capital-intensive model has a weak ability to absorb employment. The development model of excessive reliance on capital-intensive state-owned investment makes Xinjiang's economy grow rapidly, at the same time, it distorts the economic structure and employment structure, and seriously restricts the ability of economic growth to absorb employment. The way out of the dilemma of "high growth and low employment" is to change the economic development model, adjust the industrial structure of the economy, increase the proportion of the non-public sector of the economy, continuously promote reform, and promote the process of marketization. To develop the small and medium-sized private economy which can absorb more labor force to improve the overall employment level. At the same time, economic and industrial policies, development strategies to give consideration to employment objectives. It is necessary to establish an effective transmission mechanism between employment growth and economic growth in order to keep the positive interaction between the two.
