【摘要】：1984年我國的第一個開發(fā)區(qū)——大連經(jīng)濟開發(fā)區(qū)設(shè)立,經(jīng)過近三十年的發(fā)展,中國的開發(fā)區(qū)已發(fā)展成為由許多不同類型,不同級別的經(jīng)濟技術(shù)開發(fā)區(qū)、高新技術(shù)開發(fā)區(qū)、保稅區(qū)、出口加工區(qū)、邊境經(jīng)濟合作區(qū)、旅游度假區(qū)組成的遍及全國的發(fā)展格局。 三十年來,開發(fā)區(qū)作為各地重要的發(fā)展外向型經(jīng)濟的重要窗口,是我國價值鏈中具備良好輻射,帶動和示范作用的重要環(huán)節(jié),成為了推動經(jīng)濟發(fā)展的重要力量。開發(fā)區(qū)作為改革開放的“排頭兵”和“試驗區(qū)”,在特殊優(yōu)惠政策的支持下發(fā)揮了其體制創(chuàng)新功能,在利用外資,引進先進技術(shù)和管理,進出口貿(mào)易,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等方面不斷嘗試和各種超前改革試驗,積累了豐富的發(fā)展經(jīng)驗。 昆明國家經(jīng)濟技術(shù)開發(fā)區(qū)是國家第三批設(shè)立的國家級經(jīng)濟技術(shù)開發(fā)區(qū),其在發(fā)展的過程中面臨土地資源不足的困境。昆明市政府為解決經(jīng)開區(qū)的發(fā)展困難,擴大發(fā)展空間,實現(xiàn)城鄉(xiāng)區(qū)域一體化發(fā)展,于2008年3月以“行政托管”的方式,將經(jīng)開區(qū)臨近的阿拉鄉(xiāng)和洛陽街道辦事處的相關(guān)地域委托經(jīng)開區(qū)進行管理,推動實現(xiàn)經(jīng)開區(qū)對行政托管區(qū)域的實體化管理。行政托管后,經(jīng)開區(qū)的管轄區(qū)域和人口數(shù)量大幅增加,管委會的管理事務(wù)也從經(jīng)濟領(lǐng)域延伸到社會領(lǐng)域,傳統(tǒng)單向度的管理已不能滿足經(jīng)開區(qū)的發(fā)展,必須向現(xiàn)代化的治理轉(zhuǎn)變,本文從整個國家層面和經(jīng)開區(qū)行政托管層面分析經(jīng)開區(qū)面臨的管理環(huán)境的變化,找出經(jīng)開區(qū)現(xiàn)階段面臨的管理挑戰(zhàn),從而在經(jīng)開區(qū)現(xiàn)有條件及未來改革目標的基礎(chǔ)上為其提出管理創(chuàng)新即管理向治理轉(zhuǎn)變的方式與措施,以期為經(jīng)開區(qū)的管理創(chuàng)新提供決策參考。
[Abstract]:In 1984, the first economic development zone in China, Dalian Economic Development Zone, was established. After nearly 30 years of development, China's development zones have developed into many different types of economic and technological development zones, high-tech development zones and bonded zones. Export processing zones, border economic cooperation zones, tourism resorts constitute a pattern of development throughout the country. In the past 30 years, as an important window for the development of export-oriented economy, the development zone is an important link with good radiation, driving and demonstration in the value chain of our country, and has become an important force to promote the economic development. As the "vanguard" and "experimental area" of reform and opening up, the development zone, supported by special preferential policies, has brought into play its system innovation function, using foreign capital, introducing advanced technology and management, and import and export trade. Industrial restructuring and other aspects of continuous attempts and a variety of advanced reform experiments, has accumulated rich development experience. Kunming National Economic and technological Development Zone is the third batch of national economic and technological development zones. In order to solve the difficulties in the development of Jingkai District, expand the development space and realize the integration of urban and rural areas, the Kunming Municipal Government adopted the method of "administrative trusteeship" in March 2008. The related areas of Ala Township and Luoyang Sub-district Office which are adjacent to Kaiqu District shall be entrusted with the management of the District to promote the realization of the substantive management of the Administrative Trusteeship area. After the administrative trusteeship, the jurisdiction and population of the administrative district increased substantially, and the management affairs of the administrative committee extended from the economic field to the social field, and the traditional one-dimensional management could no longer meet the needs of the development of the economic district. It is necessary to change to modern governance. This paper analyzes the changes of management environment in Jinghai District from the whole national level and administrative trusteeship level, and finds out the management challenges faced by Jingkai District at the present stage. Therefore, on the basis of the existing conditions and future reform objectives of Jingkai District, the paper puts forward the ways and measures of management innovation, that is, the transformation from management to governance, in order to provide a decision reference for the management innovation in Jingkai District.
