【摘要】：本文介紹了千禧年以來德國(guó)社會(huì)老年貧困數(shù)量持續(xù)上升的社會(huì)現(xiàn)象及其成因,并指出社會(huì)救助制度在救助老年貧困群體中發(fā)揮著越來越重要的作用。除了專門針對(duì)老年人的社會(huì)救助制度之外,分類救助項(xiàng)目特別是"護(hù)理救助"在防止老年人滑入貧困陷阱中發(fā)揮著重要作用。論文除了分析老年社會(huì)救助及"護(hù)理救助"項(xiàng)目的發(fā)展趨勢(shì)之外,還銜接社會(huì)學(xué)理論及社會(huì)政策理論提出了區(qū)分一階社會(huì)救助及二階社會(huì)救助的區(qū)隔認(rèn)知模式,提出對(duì)于社會(huì)救助的研究不僅要注重于本體論的社會(huì)問題及社會(huì)問題意識(shí)層面的研究,更要關(guān)注社會(huì)救助制度的"社會(huì)嵌入"問題,即探索社會(huì)救助制度是如何與社會(huì)保障制度中的其他制度體系相互協(xié)調(diào)、相互適應(yīng)的。社會(huì)救助制度和社會(huì)保險(xiǎn)制度之間的"動(dòng)態(tài)互動(dòng)關(guān)系"作為核心研究焦點(diǎn)應(yīng)得到特別重視,社會(huì)保險(xiǎn)制度和社會(huì)救助制度之間產(chǎn)生"共振"效應(yīng),一方的發(fā)展深刻地影響著另一方的形塑及演變。
[Abstract]:This paper introduces the social phenomenon and its causes of the increasing number of elderly poverty in German society since the new millennium. It also points out that the social assistance system plays an increasingly important role in helping the poor groups of the elderly. Classified relief projects, especially "nursing assistance", play an important role in preventing the elderly from sliding into the poverty trap. In addition, the theory of social policy and the theory of social policy provide a cognitive model to distinguish the first-order social assistance from the second-order social assistance. It is proposed that the research on social assistance should not only pay attention to the social problems of ontology and the consciousness of social problems, but also pay attention to the "social embeddedness" of the social assistance system. That is, to explore how the social assistance system is coordinated with other systems in the social security system, The "dynamic interaction" between the social assistance system and the social insurance system should be given special attention as the core research focus, and the "resonance" effect between the social insurance system and the social assistance system should be paid special attention to. The development of one side profoundly affects the shape and evolution of the other.
