【摘要】：腐敗自私有制出現(xiàn)以來有之,蘇聯(lián)作為世界上第一個社會主義國家在列寧時期就開始探索遏制的方法,在實踐中把黨員領(lǐng)導干部作為治理的主體,提出了治理的一系列有效措施,內(nèi)涵豐富,既治標又治本,形成了蘇聯(lián)治理腐敗的體系化。深入學習和研究列寧的有關(guān)論述,設計出一個具有系統(tǒng)性、整體性的政策框架,對于建立廉潔政治制度,科學整治和預防腐敗意義重大。
[Abstract]:Corruption has existed since the emergence of private ownership. The Soviet Union, as the first socialist country in the world, began to explore ways of containing it in Lenin's time, and in practice took party members and leading cadres as the main body of governance.This paper puts forward a series of effective measures of governance, which are rich in connotation, which not only cure both the symptoms and the root causes, but also form the systematization of the administration of corruption in the Soviet Union.It is of great significance to study and study Lenin's exposition and design a systematic and holistic policy framework for the establishment of a clean political system and the scientific rectification and prevention of corruption.
