【摘要】：金融是現(xiàn)代經(jīng)濟(jì)的核心，，在經(jīng)濟(jì)發(fā)展中發(fā)揮越來(lái)越重要的、先導(dǎo)性作用。我國(guó)農(nóng)村金融制度的改革相對(duì)滯后，在一定程度上制約了農(nóng)村金融乃至整個(gè)農(nóng)村經(jīng)濟(jì)的發(fā)展。農(nóng)村、農(nóng)業(yè)和農(nóng)民問(wèn)題成為研究的焦點(diǎn)�！叭�農(nóng)”問(wèn)題的核心是農(nóng)民收入增長(zhǎng)趨緩和農(nóng)村剩余勞動(dòng)力的安置。 本文采用實(shí)證研究與規(guī)范研究相結(jié)合的方法，論證了農(nóng)民收入增長(zhǎng)趨緩，城鄉(xiāng)差距進(jìn)一步擴(kuò)大的現(xiàn)狀，進(jìn)而分析導(dǎo)致該現(xiàn)狀的原因，最后從農(nóng)村市場(chǎng)金融深化的角度提出應(yīng)轉(zhuǎn)換思路，加強(qiáng)金融支農(nóng)，特別是農(nóng)業(yè)產(chǎn)業(yè)化的力度，加快農(nóng)村信用社的產(chǎn)權(quán)制度和組織制度改革，推動(dòng)農(nóng)村金融組織向多元化、農(nóng)村金融市場(chǎng)向規(guī)范化發(fā)展。 文章通過(guò)實(shí)證研究論證了農(nóng)村金融供給不足的論點(diǎn)。解決問(wèn)題的途徑和措施部分采用規(guī)范研究的方法，可行的政策建議與問(wèn)題的成因相對(duì)應(yīng)。論文為從金融角度有效地解決“三農(nóng)”問(wèn)題提供了有力的理論指導(dǎo)和政策建議。
[Abstract]:Finance is the core of modern economy and plays a more and more important and leading role in economic development. The reform of rural financial system in China lags behind to a certain extent, which restricts the development of rural finance and even the whole rural economy. Agriculture and farmers have become the focus of the research. The core of the "three rural" problem is that the increase of farmers' income tends to ease the placement of rural surplus labor force. By combining empirical research with normative research, this paper demonstrates the current situation of the slow growth of farmers' income and the further expansion of the gap between urban and rural areas, and then analyzes the reasons leading to this situation. Finally, from the angle of the deepening of rural market finance, the author puts forward some ideas, such as strengthening the financial support for agriculture, especially the industrialization of agriculture, speeding up the reform of the property right system and organization system of rural credit cooperatives, and promoting the diversification of rural financial organizations. Rural financial market to standardize development. This paper proves the argument of insufficient supply of rural finance through empirical research. The ways and measures to solve the problem are based on the method of normative research. The feasible policy suggestions correspond to the causes of the problems. This paper provides effective theoretical guidance and policy advice for effectively solving the problems of agriculture, countryside and farmers from the financial point of view.
