【摘要】：世界遺產(chǎn)監(jiān)測(cè)是遺產(chǎn)保護(hù)的重要手段,世界遺產(chǎn)中心發(fā)布的遺產(chǎn)監(jiān)測(cè)報(bào)告總結(jié)并評(píng)估遺產(chǎn)保護(hù)狀況,分析各遺產(chǎn)地面臨的主要威脅�；�于遺產(chǎn)監(jiān)測(cè)報(bào)告,在統(tǒng)計(jì)分析的基礎(chǔ)上,提出威脅強(qiáng)度指數(shù)IOT,分析不同地區(qū)、類(lèi)型遺產(chǎn)的威脅因素變化,發(fā)現(xiàn):(1)管理和制度因素是各類(lèi)和各地區(qū)遺產(chǎn)最主要的威脅。(2)由人類(lèi)活動(dòng)造成的威脅遠(yuǎn)大于自然災(zāi)害對(duì)各類(lèi)型和各地區(qū)遺產(chǎn)的破壞。(3)不同類(lèi)型遺產(chǎn)威脅強(qiáng)度最大的因素不同,自然遺產(chǎn)的受威脅強(qiáng)度最大。(4)各地區(qū)中,其他人類(lèi)因素、自然資源開(kāi)發(fā)、生物資源利用/改變是威脅強(qiáng)度最高的3種因素,非洲地區(qū)受威脅強(qiáng)度最高。(5)威脅最大的因素中,其他人類(lèi)因素主要是非法活動(dòng),管理和制度因素則是缺乏完善合理的管理體系和保護(hù)管理規(guī)劃。為更好應(yīng)對(duì)世界遺產(chǎn)面臨的各種威脅,應(yīng)制定更為完善合理的遺產(chǎn)保護(hù)管理體系和標(biāo)準(zhǔn),同時(shí)加強(qiáng)國(guó)際間技術(shù)、資金等的合作,廣泛開(kāi)展遺產(chǎn)教育,推動(dòng)社區(qū)參與。
[Abstract]:World heritage monitoring is an important means of heritage protection. The world heritage monitoring report issued by the World Heritage Center summarizes and evaluates the status of heritage protection and analyzes the main threats faced by various heritage sites. Based on the legacy monitoring report, based on the statistical analysis, the threat intensity index IOT is proposed to analyze the changes of threat factors in different regions and types of heritage. It is found that: (1) Management and institutional factors are the most important threats to the heritage of various types and regions. (2) the threat caused by human activities is much greater than the damage caused by natural disasters to the heritage of various types and regions. (3) the greatest threat intensity of different types of heritage is different. The natural heritage is the most threatened. (4) other human factors, natural resource exploitation, utilization / change of biological resources are the three most threatened factors in each region, and the threat intensity is highest in Africa. (5) among the most threatened factors, Other human factors are mainly illegal activities, while the management and system factors are lack of perfect and reasonable management system and protection management plan. In order to better deal with all kinds of threats to the world heritage, we should establish more perfect and reasonable management system and standards of heritage protection, strengthen international cooperation of technology and funds, carry out heritage education extensively and promote community participation.
