【摘要】：隨著改革開放的不斷深入,原來適應(yīng)計(jì)劃經(jīng)濟(jì)體制的文化體制弊端不斷出現(xiàn),社會(huì)主義市場(chǎng)經(jīng)濟(jì)的確立更加迫切要求對(duì)現(xiàn)有文化體制進(jìn)行改革。本文堅(jiān)持辯證唯物主義和歷史唯物主義,采取理論與實(shí)踐、歷史與現(xiàn)實(shí)相結(jié)合的方法,通過對(duì)社會(huì)主義市場(chǎng)經(jīng)濟(jì)下文化體制改革進(jìn)行縱向的歷史考察,總結(jié)文化體制改革的基本經(jīng)驗(yàn),對(duì)進(jìn)一步深化文化體制改革,推進(jìn)社會(huì)主義現(xiàn)代化建設(shè)具有一定的理論價(jià)值和現(xiàn)實(shí)意義。全文主要分為四個(gè)部分： 第一部分主要闡述了與文化體制改革相關(guān)的基本概念。對(duì)體制和文化體制的含義進(jìn)行了定義,區(qū)分了文化事業(yè)和文化產(chǎn)業(yè)。 第二部分是對(duì)新時(shí)期文化體制改革背景的分析。新中國文化體制的形成主要受三個(gè)因素的影響：蘇聯(lián)文化體制的借鑒,學(xué)習(xí)和模仿蘇聯(lián)高度集中的文化體制；戰(zhàn)時(shí)文化體制的沿續(xù),新中國建立的文化體制以此為基礎(chǔ),文化作為宣傳工具,附屬于政治；受中國傳統(tǒng)文化中文化政治化的影響。此外,闡述了舊文化體制的利弊和文化體制改革的動(dòng)力。 第三部分主要是對(duì)社會(huì)主義市場(chǎng)經(jīng)濟(jì)下我國文化體制改革的發(fā)展歷程進(jìn)行考察。在社會(huì)主義市場(chǎng)經(jīng)濟(jì)的大背景下,以十四大和十六大為分割點(diǎn)劃分為兩大階段：文化體制改革展開階段1992年至2002年,文化體制改革在探索中不斷前進(jìn)；文化體制改革縱深推進(jìn)階段2002年至2013年,文化體制改革的步伐明顯加快。此外,對(duì)文化體制改革未來的發(fā)展做了展望。 第四部分論述了社會(huì)主義市場(chǎng)經(jīng)濟(jì)下我國文化體制改革的基本經(jīng)驗(yàn)。一是在多元文化中堅(jiān)持社會(huì)主義核心價(jià)值觀導(dǎo)向,保證馬克思主義在黨意識(shí)形態(tài)領(lǐng)域內(nèi)的主導(dǎo)地位,同時(shí)尊重文化的差異化和多元性；二是積極推進(jìn)政府文化職能轉(zhuǎn)變,提高文化領(lǐng)域宏觀調(diào)控能力；三是積極發(fā)展文化事業(yè)和文化產(chǎn)業(yè),將社會(huì)效益放在首位,實(shí)現(xiàn)社會(huì)效益與經(jīng)濟(jì)效益的統(tǒng)一。四是在堅(jiān)持以人為本的前提下,推進(jìn)文化民生建設(shè),保障人民基本文化權(quán)益；五是堅(jiān)持文化走出去,通過文化交流和文化貿(mào)易,不斷擴(kuò)大中華文化的影響,提高國家文化軟實(shí)力,增強(qiáng)我國在國際市場(chǎng)的文化競(jìng)爭力。
[Abstract]:With the deepening of the reform and opening up, the malpractice of the cultural system which used to adapt to the planned economic system appears constantly, and the establishment of the socialist market economy calls for the reform of the existing cultural system more urgently. This paper insists on dialectical materialism and historical materialism, adopts the method of combining theory and practice, history and reality, and makes a longitudinal historical investigation on the reform of cultural system under the socialist market economy. Summing up the basic experience of cultural system reform has certain theoretical value and practical significance for further deepening cultural system reform and promoting socialist modernization. The paper is divided into four parts: the first part mainly expounds the basic concepts related to the reform of cultural system. The meaning of the system and the cultural system is defined, and the cultural cause and the cultural industry are distinguished. The second part is the analysis of the background of the cultural system reform in the new period. The formation of the cultural system in New China was mainly influenced by three factors: the reference of the Soviet cultural system, the study and imitation of the highly concentrated cultural system of the Soviet Union, the continuation of the cultural system in wartime, and the cultural system established in New China as a basis. Culture, as a propaganda tool, is attached to politics; influenced by the politicization of culture in Chinese traditional culture. In addition, it expounds the advantages and disadvantages of the old cultural system and the motive force of the reform of the cultural system. The third part mainly investigates the development course of China's cultural system reform under the socialist market economy. Under the background of socialist market economy, the 14th National Congress and the 16th National Congress of China are divided into two stages: from 1992 to 2002, the reform of the cultural system progressed continuously in the process of exploration; From 2002 to 2013, the pace of cultural system reform accelerated obviously. In addition, the future development of cultural system reform is prospected. The fourth part discusses the basic experience of China's cultural system reform under the socialist market economy. One is to adhere to the socialist core value orientation in the pluralistic culture, to ensure the leading position of Marxism in the ideological field of the Party, and to respect the cultural differentiation and pluralism at the same time; and the other is to actively promote the transformation of the cultural functions of the government. Third, actively develop cultural undertakings and cultural industries, put social benefits in the first place, and realize the unity of social and economic benefits. The fourth is to promote the construction of culture and people's livelihood and safeguard the basic cultural rights and interests of the people on the premise of adhering to the people-oriented approach; fifth, to persist in going out of the cultural arena and continuously expand the influence of Chinese culture through cultural exchanges and cultural trade. Improve the national cultural soft power, enhance our cultural competitiveness in the international market.
