【摘要】：嘉道時(shí)期是中國(guó)歷史上一個(gè)特殊時(shí)期，，中西方對(duì)南中國(guó)海域的控制權(quán)爭(zhēng)奪白熱化，廣東水師在此階段擔(dān)負(fù)了剿滅海盜和查禁鴉片走私、抗擊侵略的職責(zé)。但是水師在慣例巡洋之中并沒(méi)有完成自己的任務(wù)，不僅庸庸碌碌，消極任事，而且勾結(jié)海盜，縱容鴉片走私，吸食鴉片，甚至臨陣退縮、危害商漁，嚴(yán)重影響了海疆安全。對(duì)水師的不法行為，官府不斷給予懲罰并下令整頓，但是違法違規(guī)現(xiàn)象仍然此起彼伏。分析其深層次原因，主要是水師生活所迫，制度中的漏洞，以及社會(huì)腐敗之風(fēng)影響。
[Abstract]:Jia-Dao period was a special period in Chinese history. The control rights of China and the West to the South China Sea region were heated. But the watermen did not complete their duties during the routine tour of the seas, not only in mediocre and passive duties, but also in colluding with pirates, conniving in opium smuggling, taking opium, and even retreating. To the illegal acts of water division, the government constantly gave punishment and ordered rectification, but the phenomenon of illegal and illegal is still one after another.
