【摘要】：湖北諮議局是清末憲政改革的產(chǎn)物,它在伸張民情、爭取民主等方面有著很大的貢獻(xiàn),武昌首義后更是振臂一呼,直接推動了全國革命高潮的到來。本文主要是對湖北諮議局做一個(gè)整體性的研究,并將其納入近代中國知識與制度轉(zhuǎn)型的大背景之下進(jìn)行探究,以此為切入點(diǎn),來探尋近代社會中融合中西、貫通古今、銜接理想與現(xiàn)實(shí)的細(xì)節(jié)內(nèi)容,從而展示中國政治轉(zhuǎn)型的復(fù)雜性和艱巨性。本文第一章主要介紹湖北諮議局成立的背景以及籌辦、建立的過程。諮議局是移植國外議會制度的產(chǎn)物,中國的傳統(tǒng)政治遺產(chǎn)缺乏與之相應(yīng)的對接,故湖北諮議局成立時(shí)不僅步伐遲滯,而且弊端百出,呈現(xiàn)出諮議局草創(chuàng)時(shí)期繁多和復(fù)雜的多面向。第二章主要論述湖北諮議局的人事及制度運(yùn)作過程,具體包括議員分析、議長更迭、日常運(yùn)作及議案分析等內(nèi)容。其中議長更迭和議案分析是本章論述的兩個(gè)重點(diǎn),前者揭示出吳慶燾兩次辭職的歷史真相,后者顯示了湖北諮議局的主要職能。第三章就湖北諮議局與總督及資政院的關(guān)系而展開。湖北諮議局與二者的關(guān)系都是雙邊互動的,就總督而言,湖北諮議局與總督存在著既斗爭又合作的關(guān)系,是本章論述的重點(diǎn);對于資政院而言,本章主要探討湖北諮議局的議員們在資政院的表現(xiàn)。第四章主要論述湖北諮議局在重大社會活動中的參與。湖北諮議局參與了清末鐵路收回運(yùn)動和國會請?jiān)高\(yùn)動,在兩次運(yùn)動中,湖北諮議局都有不俗的表現(xiàn)并表達(dá)出立憲派的政治經(jīng)濟(jì)訴求。結(jié)語部分主要總結(jié)湖北諮議局成立前后呈現(xiàn)的“特色”和面臨的“困擾”。湖北諮議局產(chǎn)生于近代社會的大變局中,故必然會出現(xiàn)新舊雜陳、中西合璧、上下相交、內(nèi)外滲透等現(xiàn)象和問題,給我們留下了很多思考的空間。
[Abstract]:Hubei Consultative Bureau is the product of constitutional reform in the late Qing Dynasty. It has made great contributions in the promotion of the people's feelings and the struggle for democracy. After Wuchang's first righteousness, it was called for, which directly promoted the arrival of the high tide of the national revolution.This paper is mainly to make a holistic study on Hubei Advisory Bureau, and bring it into the background of knowledge and institutional transformation in modern China, so as to explore the integration of China and the West in modern society.Connecting the details of ideal and reality to show the complexity and arduousness of China's political transformation.The first chapter mainly introduces the background of the establishment of Hubei Advisory Bureau and the process of preparation and establishment.The Consultative Bureau is the product of transplanting the foreign parliamentary system, and China's traditional political heritage lacks the corresponding docking. Therefore, when the Hubei Advisory Bureau was established, it not only delayed its pace, but also had many drawbacks.It presents various and complicated aspects in the early days of the Advisory Board.The second chapter mainly discusses the operation process of personnel and system of Hubei Advisory Bureau, including the analysis of members, the change of Speaker, the daily operation and the analysis of motion.The former reveals the historical truth of Wu Qingtao's two resignations, and the latter shows the main functions of Hubei Advisory Bureau.The third chapter deals with the relationship between Hubei Advisory Council and the Governor and the Institute of Administration.The relationship between Hubei Advisory Bureau and both is bilateral interaction. As far as the Governor is concerned, the relationship between Hubei Advisory Bureau and Governor is both struggle and cooperation, which is the focus of this chapter.This chapter mainly discusses the performance of members of Hubei Advisory Bureau.The fourth chapter mainly discusses the participation of Hubei Advisory Bureau in major social activities.Hubei Advisory Bureau participated in the railway withdrawal movement and the Congress petition movement in the late Qing Dynasty. In the two movements, the Hubei Advisory Bureau had a good performance and expressed the political and economic demands of the constitutionalists.The conclusion part summarizes the characteristics and puzzles of Hubei Advisory Bureau before and after its establishment.Hubei Advisory Bureau was born in the great changes of modern society, so it will inevitably appear new and old mixed, Chinese and western combination, up and down, internal and external infiltration and other phenomena and problems, leaving us a lot of room for reflection.
