【摘要】：自1992年沿邊開發(fā)開放政策實(shí)施以來,國(guó)家相繼出臺(tái)了擴(kuò)大沿邊地區(qū)對(duì)外開放、興邊富民、支持民族地區(qū)發(fā)展等一系列有利于沿邊地區(qū)對(duì)外開放的傾斜政策,把加快對(duì)外開放作為構(gòu)建開放型經(jīng)濟(jì)體制改革的重要內(nèi)容。2013年"一帶一路"戰(zhàn)略構(gòu)想的提出得到了沿線各國(guó)的積極響應(yīng),展示了中國(guó)發(fā)展區(qū)域共贏合作的新理念和新模式,對(duì)外開放空間和領(lǐng)域不斷拓展。2016年中俄蒙經(jīng)濟(jì)走廊建設(shè)得到三國(guó)高度關(guān)注,中國(guó)與俄蒙戰(zhàn)略互信不斷增強(qiáng),中俄、中蒙務(wù)實(shí)合作層次和水平持續(xù)提升。呼倫貝爾市位于中俄蒙開放合作前沿,是我國(guó)目前唯一的中俄蒙三國(guó)交界地區(qū)。自1998年被國(guó)家批準(zhǔn)為改革開放試驗(yàn)區(qū)后,依托區(qū)位優(yōu)勢(shì)、資源優(yōu)勢(shì)及國(guó)家賦予的政策優(yōu)勢(shì),積極主動(dòng)與國(guó)際市場(chǎng)競(jìng)爭(zhēng)合作,采取"引進(jìn)來"與"走出去"并重的發(fā)展思路,在沿邊開發(fā)開放中取得了顯著的成績(jī)。但同時(shí)也面臨著一系列問題:經(jīng)濟(jì)基礎(chǔ)尚顯薄弱,產(chǎn)業(yè)結(jié)構(gòu)較為單一和體制機(jī)制不夠靈活等。因此,充分認(rèn)識(shí)政府在對(duì)外開放應(yīng)對(duì)能力中存在的問題是呼倫貝爾市提升對(duì)外開放水平面臨的重要課題,也是本文研究的主要目的所在。本文根據(jù)"一帶一路"建設(shè)背景,選取對(duì)外開放"政府應(yīng)對(duì)能力"作為研究對(duì)象,主要通過采用文獻(xiàn)分析、理論與實(shí)證相結(jié)合等方式進(jìn)行研究,分析闡述了呼倫貝爾市對(duì)外開放基本現(xiàn)狀、政府應(yīng)對(duì)對(duì)外開放能力存在不足及原因,并結(jié)合政府職能、政府治理理論,從推進(jìn)貿(mào)易暢通、政策溝通、設(shè)施聯(lián)通、資金流通和民心相通等五個(gè)方面提出了對(duì)方開放應(yīng)對(duì)能力的提升路徑和具體措施,也希望借此可以提煉總結(jié)出供其他沿邊地區(qū)借鑒參考的有益啟示。

Therefore, to fully understand the government exists in the opening of the coping ability is an important issue in the city of Hulun Buir to enhance the level of opening facing, is also the main purpose of this thesis. Based on the background of "The Belt and Road construction, select open" government response capability "as the research object, mainly through the use of literature analysis, the research of the combination of theoretical and empirical analysis methods, this paper expounds the basic situation of the opening of Hulun Buir City, the government should The ability of opening problems and reasons, and combining the functions of the government, government governance theory, from the promotion of trade flow, policy communication facilities, Unicom, put forward the path of ascension and specific measures of each other's ability to cope with open capital circulation and the people connected to five aspects, also hope to refine the useful for other border areas enlightenment of reference.
