【摘要】：自20世紀(jì)以來(lái),全球變暖現(xiàn)象日漸嚴(yán)重,全球氣候治理問(wèn)題成為了各國(guó)中最為關(guān)注的話題之一。全球氣候問(wèn)題,并不能單靠某個(gè)國(guó)家去解決,它是一個(gè)全球性問(wèn)題,它需要全球各國(guó)之間建立起合作的關(guān)系,進(jìn)行多邊聯(lián)合行動(dòng)。全球環(huán)境問(wèn)題具有復(fù)雜性、長(zhǎng)期性和世界性等特性,各國(guó)共同努力才能使全球氣候問(wèn)題得到緩解。我們應(yīng)當(dāng)摒棄“先污染,后治理”的傳統(tǒng)觀念,自然環(huán)境受到人為與自然災(zāi)害的破壞,使得氣候出現(xiàn)變暖的跡象。農(nóng)業(yè)受損、海平面上升、干旱等危害,將會(huì)給人類帶來(lái)巨大的威脅,使我們不得不對(duì)全球氣候問(wèn)題加以重視。但由于各國(guó)國(guó)家利益存在差異、氣候變化具有不確定性、各國(guó)國(guó)內(nèi)政治的矛盾等原因?qū)е侣?lián)合國(guó)氣候談判所制定出的全球氣候治理節(jié)能減排等相關(guān)措施,無(wú)法生效,無(wú)法達(dá)到預(yù)期效果。因此,在進(jìn)行全球氣候治理方面,制定一套具有約束力的國(guó)際規(guī)則,對(duì)各個(gè)主體進(jìn)行規(guī)范約束,統(tǒng)一目標(biāo),各個(gè)國(guó)家、個(gè)人、非政府組織、企業(yè)等共同努力行動(dòng),更好的保障人類的可持續(xù)發(fā)展,遏制全球變暖問(wèn)題的發(fā)生。美國(guó)作為全球最大的溫室氣體排放國(guó),在治理氣候時(shí)美國(guó)奧巴馬政府遇到了許多機(jī)遇和挑戰(zhàn),采取了積極的措施,美國(guó)氣候政策的變化與發(fā)展,對(duì)美國(guó)的發(fā)展有著重要的影響。美國(guó)奧巴馬政府所采取的積極治理政策,尤其是低碳環(huán)保經(jīng)濟(jì),已經(jīng)成為了一種趨勢(shì),對(duì)聯(lián)合國(guó)氣候談判的進(jìn)程更是起到了推動(dòng)作用。本文從全球氣候治理的現(xiàn)狀入手,從中找出存在的問(wèn)題及原因和治理方面的困境,重點(diǎn)分析美國(guó)奧巴馬政府在全球氣候治理政策方面制定的原因、內(nèi)容、特點(diǎn)及影響,進(jìn)而使中國(guó)在全球氣候治理方面能夠制定出更加完善有效的應(yīng)對(duì)策略。
[Abstract]:Since 20th century, the phenomenon of global warming has become increasingly serious, global climate governance has become one of the most concerned topics in the world. The global climate problem cannot be solved by a single country alone. It is a global problem. It requires the establishment of cooperative relations among the countries of the globe and joint multilateral action. Global environmental problems are complex, long-term and worldwide in nature, The global climate problem can only be alleviated by the joint efforts of all countries. We should abandon the traditional concept of "pollution first, then governance." the natural environment is damaged by man-made and natural disasters, and the climate shows signs of warming. Agriculture is damaged. The rise of sea level, drought and other hazards will pose a great threat to mankind and force us to attach importance to the global climate problem. However, due to the differences in national interests of various countries, climate change is uncertain. As a result of internal political contradictions and other reasons, the related measures on global climate governance, such as energy saving and emission reduction, formulated by the United Nations climate negotiations, are unable to take effect and do not achieve the expected results. Therefore, in the context of global climate governance, To formulate a set of binding international rules, to regulate and bind all subjects, to unify objectives, to work together in various countries, individuals, non-governmental organizations, enterprises, and so on, in order to better safeguard the sustainable development of mankind. The United States, as the world's largest emitter of greenhouse gases, has encountered many opportunities and challenges in dealing with the climate, and has taken positive measures to change and develop its climate policy. It has an important impact on the development of the United States. The active governance policies adopted by the Obama administration in the United States, especially the low-carbon environmentally-friendly economy, have become a trend. This paper starts with the current situation of global climate governance, and finds out the existing problems, causes and difficulties in governance. This paper focuses on the reasons, contents, characteristics and impacts of the Obama administration's policy on global climate governance, so that China can formulate more perfect and effective coping strategies in global climate governance.
