【摘要】：正建立地方性法規(guī)實(shí)施情況報(bào)告制度,有利于加強(qiáng)對(duì)地方性法規(guī)實(shí)施情況的監(jiān)督,推動(dòng)法規(guī)的有效實(shí)施,也有利于立法機(jī)關(guān)通過實(shí)踐檢驗(yàn)法規(guī)各項(xiàng)制度,進(jìn)一步提高立法質(zhì)量,使地方立法更好地適應(yīng)經(jīng)濟(jì)社會(huì)發(fā)展的需要。2015年省委轉(zhuǎn)發(fā)的《關(guān)于進(jìn)一步加強(qiáng)和改進(jìn)地方立法工作的意見》提出,負(fù)責(zé)法規(guī)實(shí)施的主管部門應(yīng)當(dāng)就法規(guī)實(shí)施情況向常委會(huì)作出書面報(bào)告。2016年初修改的立法條例第五十七條也專門對(duì)這一制度作了規(guī)定:"法規(guī)自施行之日起滿兩年,主管法規(guī)實(shí)施的部門
