【摘要】：當(dāng)前政府單中心監(jiān)管體制在一定程度上造成安全監(jiān)管有效性的缺失,需要建立一個科學(xué)、高效、可信的制度體系,以剛性的手段約束和保證政府安全監(jiān)管目標(biāo)的實現(xiàn)。吸納公眾以個人或組織的形式參與安全監(jiān)管,能夠彌補信息偏在與信息繁復(fù)導(dǎo)致的局限,而且政府應(yīng)當(dāng)提供實現(xiàn)公民意愿表達和融合的平臺;有必要建立政府安全監(jiān)管有效性的整體影響評估機制,從理論上提供一套監(jiān)管是否必要的衡量標(biāo)準(zhǔn);彈性靈活的監(jiān)管方式和多樣化的溝通機制有助于安全監(jiān)管機構(gòu)內(nèi)部的協(xié)調(diào)一致;激勵性監(jiān)管方式能夠提高安全生產(chǎn)水平,增強監(jiān)管決策和行為的正當(dāng)性和可接受性。
[Abstract]:To a certain extent, the current government single-center supervision system leads to the lack of the effectiveness of safety supervision. It is necessary to establish a scientific, efficient and credible system to restrict and ensure the realization of the goal of government safety supervision by rigid means. Attracting the public to participate in security supervision in the form of individuals or organizations can make up for the limitation caused by the complexity of information, and the government should provide a platform to realize the expression and integration of citizens' will; It is necessary to establish the overall impact assessment mechanism of the effectiveness of government safety supervision, and provide a set of measures of whether supervision is necessary in theory; Flexible regulatory methods and diversified communication mechanisms are helpful to the coordination of the internal safety regulatory agencies; incentive supervision can improve the level of production safety and enhance the legitimacy and acceptability of regulatory decisions and actions.
