【摘要】：隨著廣西經濟社會快速發(fā)展,傳統(tǒng)的利益格局和社會結構發(fā)生急劇變化,人民內部矛盾也日益復雜。一旦人民內部矛盾激化或者沒有正確處理好人民內部矛盾,就會成為突發(fā)社會安全事件的主要誘因之一。突發(fā)社會安全事件對廣西社會治安秩序造成很大沖擊,影響了全區(qū)社會主義和諧的發(fā)展,對人們的日常生產、正常生活構成了極大的威脅。社會的穩(wěn)定和諧發(fā)展與是否能有效地預防、應對突發(fā)社會安全事件息息相關。本文從突發(fā)社會安全事件概念和相關理論基礎出發(fā),指出建立突發(fā)社會安全事件預警機制應當遵循的原則,探究了現(xiàn)階段廣西在突發(fā)社會安全事件預警機制存在的不足,比較國外發(fā)達國家突發(fā)社會安全事件預警機制的先進經驗,結合國情和區(qū)情,提出適合廣西突發(fā)社會安全事件預警機制的建議,并不斷加以完善。通過其研究,能夠為廣西的社會經濟提供良好的發(fā)展條件。
[Abstract]:With the rapid economic and social development of Guangxi, the traditional interests pattern and the social structure have changed dramatically, and the internal contradictions of the people are becoming more and more complex. Once the internal contradictions of the people are intensified or the internal contradictions of the people are not properly handled, they will become one of the main causes of the sudden social security incident. The sudden social security incident has a great impact on the order of social security in Guangxi, which has affected the development of the harmonious development of the whole region, and poses a great threat to the daily production and normal life of people. The stable and harmonious development of society is closely related to the sudden social security incident. Based on the concept of the sudden social security incident and the related theories, this paper points out the principle of establishing the early warning mechanism of the emergency social security incident, and probes into the deficiency of the early warning mechanism of the emergency social security incident in Guangxi at the present stage. The advanced experience of the early warning mechanism of the emergency social security incident in the developed countries is compared, and the suggestions for the early warning mechanism of the emergency social security incident in Guangxi are put forward in the light of the national conditions and the regional situation. Through its research, it can provide a good development condition for Guangxi's social economy.
