基于土地流轉(zhuǎn)的土地資源信息標準化研究

【摘要】:隨著農(nóng)村勞動力的轉(zhuǎn)移,土地流轉(zhuǎn)日益引起人們的重視,在土地流轉(zhuǎn)市場發(fā)展中,出現(xiàn)了很多問題。最主要的問題就是土地規(guī);鬓D(zhuǎn)比例較小,土地流轉(zhuǎn)仍然受到區(qū)域的限制、土地流轉(zhuǎn)中信息不對稱問題未能有效解決等。這些問題嚴重制約著土地流轉(zhuǎn)效率的提高,不利于農(nóng)業(yè)規(guī);(jīng)營和城鎮(zhèn)化的推進。因此,如何破解土地流轉(zhuǎn)區(qū)域化限制、改變土地細碎化耕作的狀態(tài)、解決土地流轉(zhuǎn)信息不對稱、促進土地規(guī);(jīng)營,是當前土地流轉(zhuǎn)中的一個重要課題。本研究根據(jù)信息不對稱理論、交易成本理論和地租理論等,深入剖析中國土地流轉(zhuǎn)市場中信息不對稱的原因和結(jié)果,在充分界定土地資源信息標準化概念的基礎(chǔ)上,統(tǒng)計描述了土地資源信息標準化發(fā)展的趨勢和條件,研究了土地資源信息標準化和土地流轉(zhuǎn)價格形成機制的相互影響,對土地流轉(zhuǎn)信息平臺進行了案例分析,分析了土地資源信息標準化的路徑構(gòu)建,并結(jié)合天津市土地分等定級情況,用收益還原法測算了土地分等定級的標準價格,最后從土地資源信息標準化視角下分析了土地市場的發(fā)展。具體研究結(jié)論如下:第一:土地流轉(zhuǎn)中土地標準定價和土地資源信息的流動是相互影響、相互作用的。首先,土地標準定價能夠把土地資源信息數(shù)據(jù)化,從而在信息傳遞中,相對于非標準化的信息數(shù)據(jù),不容易導致信息的缺失或失真。同時,標準化的信息數(shù)據(jù)能夠減少信息使用者的鑒別成本,減少了內(nèi)耗。因此,土地標準定價可以克服土地資源要素的復雜性和難以計量行,使得信息高效的傳遞。第二:通過對土地流轉(zhuǎn)信息平臺的案例分析,發(fā)現(xiàn)現(xiàn)有的土地流轉(zhuǎn)信息平臺存在很多不足之處,主要表現(xiàn)在土地資源信息質(zhì)量偏低、土地價格形成機制不完善、土地資源信息標準化機制缺失等問題。第三:本文基于天津市土地分等定級的數(shù)據(jù),用收益還原法測算的土地分等定級條件下土地流轉(zhuǎn)的理論價格在50-1327元/畝之間,平均價格為652元/畝,全國土地流轉(zhuǎn)的實際平均價格為283.45元/畝,土地流轉(zhuǎn)價格和土地理論價值的偏離度為-55.83%,土地資源信息標準化對土地流轉(zhuǎn)市場的效率還有很大的提升空間。
[Abstract]:With the transfer of rural labor force, people pay more and more attention to the land circulation. There are many problems in the development of land circulation market. Land circulation is still restricted by regions, and the problem of information asymmetry in land circulation cannot be effectively solved. These problems seriously restrict the improvement of land transfer efficiency and are not conducive to the promotion of large-scale agricultural management and urbanization. How to break through the limitation of land circulation regionalization, change the state of fine land tillage, solve the information asymmetry of land circulation, and promote the large-scale management of land, According to information asymmetry theory, transaction cost theory and land rent theory, this study deeply analyzes the causes and results of information asymmetry in Chinese land circulation market. On the basis of fully defining the concept of land resource information standardization, this paper describes the development trend and conditions of land resource information standardization, and studies the mutual influence of land resource information standardization and land circulation price formation mechanism. This paper analyzes the case study of land circulation information platform, analyzes the path construction of land resource information standardization, and calculates the standard price of land grading by income reduction method combined with the situation of land grading in Tianjin. Finally, the paper analyzes the development of land market from the perspective of land resource information standardization. The concrete conclusions are as follows: first, the land standard pricing and the flow of land resource information in land circulation are interacted and interacted. The land standard pricing can digitize the land resource information, so it is not easy to lead to the lack or distortion of the information in the information transmission, compared with the non-standardized information data. At the same time, Standardized information data can reduce the identification cost of information users and reduce internal friction. Therefore, land standard pricing can overcome the complexity of the elements of land resources and difficult to measure. Second: through the case analysis of the land transfer information platform, we find that the existing land circulation information platform has many shortcomings, mainly in the low quality of land resources information. The formation mechanism of land price is not perfect, the information standardization mechanism of land resources is missing and so on. Third, based on the data of land grading in Tianjin, The theoretical price of land circulation is 50-1327 yuan / mu, the average price is 652 yuan / mu, and the actual average price of national land circulation is 283.45 yuan / mu. The deviation of land transfer price and land theoretical value is -55.83.The standardization of land resource information has great room for improving the efficiency of land circulation market.
