【摘要】：自日本近代林政初步形成以來,為了應(yīng)對不同階段的發(fā)展實(shí)際,政府通過不斷地修正與調(diào)整,逐步構(gòu)建了一套健全完善的森林管理與林業(yè)政策體系。經(jīng)過半個(gè)多世紀(jì)的發(fā)展,無論從森林儲量,還是從林業(yè)發(fā)展來看,均取得了較為顯著的成效。文章通過對近現(xiàn)代日本森林管理與制度政策發(fā)展與變遷的考察,探討其林政基本理念與實(shí)施框架,在此基礎(chǔ)上,剖析其存在的問題與今后改革的方向,最后,結(jié)合我國實(shí)際提出政策建議,為林業(yè)發(fā)展提供有益的經(jīng)驗(yàn)借鑒。
[Abstract]:Since the initial formation of forest policy in modern Japan, in order to cope with the reality of development in different stages, the government has gradually constructed a sound forest management and forestry policy system through continuous revision and adjustment. After more than half a century of development, From the perspective of forest reserves and forestry development, the paper discusses the basic concept and implementation framework of forest administration through the investigation of the development and changes of forest management and institutional policies in modern Japan. On this basis, the existing problems and the direction of future reform are analyzed. Finally, combined with the actual situation of our country, some policy suggestions are put forward to provide useful experience for forestry development.
