【摘要】：加快發(fā)展方式轉(zhuǎn)變,促進(jìn)新型經(jīng)營體系構(gòu)建,實現(xiàn)農(nóng)業(yè)產(chǎn)業(yè)現(xiàn)代化發(fā)展,已經(jīng)成為解決“三農(nóng)”問題的關(guān)鍵。應(yīng)運(yùn)而生的農(nóng)民合作社,在不斷發(fā)展,壯大過程中,逐漸成為了一種規(guī)�；�發(fā)展的新型經(jīng)營體系,在克服當(dāng)前小農(nóng)經(jīng)濟(jì)缺陷,加快集約化、規(guī)模化、科學(xué)化發(fā)展等方面發(fā)揮了一定的作用。特別是《中華人民共和國農(nóng)民專業(yè)合作社法》發(fā)布后,農(nóng)民合作社在全國各地如雨后春筍般涌現(xiàn),成為當(dāng)前農(nóng)業(yè)經(jīng)營體系中的一種新模式。在各級政府高度重視和精心指引下,自2007年翁源縣首家農(nóng)民合作社—翁源縣官渡鎮(zhèn)潤茂糖蔗合作社成立以來,翁源縣農(nóng)民合作社開始廣泛發(fā)展,并且在促進(jìn)翁源農(nóng)業(yè)規(guī)模化經(jīng)營,增加翁源農(nóng)業(yè)收入,改善翁源農(nóng)民生活水平等方面發(fā)揮了積極的作用。但是,進(jìn)一步建立健全農(nóng)民合作社管理體制,完善農(nóng)民合作社規(guī)范運(yùn)營體系,推動合作社快速、科學(xué)、有效的發(fā)展仍需付出很長一段時期的努力。本文以翁源縣縣域范圍內(nèi)的農(nóng)民合作社為研究對象,通過查閱文獻(xiàn),分析當(dāng)前國內(nèi)外農(nóng)民合作社的發(fā)展歷程、經(jīng)驗;從翁源縣合作社的實際出發(fā),通過實地、問卷及訪談等調(diào)研方式,全面了解當(dāng)前翁源縣農(nóng)民合作社的總體發(fā)展情況,分析存在的障礙、困難、問題,并根據(jù)合作社的成立、定位和管理等階段,從合作社機(jī)制、模式、資金、技術(shù)、人力、理念等方面,進(jìn)一步探討推進(jìn)農(nóng)民合作社健康持續(xù)有效發(fā)展的對策,以完善翁源縣農(nóng)民合作社發(fā)展,把農(nóng)民合作社打造成翁源人民增收的現(xiàn)代“引擎”,從而加快翁源農(nóng)業(yè)現(xiàn)代化進(jìn)程,帶動翁源經(jīng)濟(jì)社會全面科學(xué)發(fā)展。同時,希望為有關(guān)政策制定部門在制定相關(guān)政策上提供有價值的參考信息,引導(dǎo)涉農(nóng)管理單位用更科學(xué)全面的理論和實踐指導(dǎo)全市、全省、全國合作社的發(fā)展,從而推動全國農(nóng)業(yè)跨越發(fā)展,農(nóng)民全面進(jìn)步,農(nóng)村轉(zhuǎn)型升級。
[Abstract]:Accelerate the transformation of development mode, promote the construction of new management system, realize the modernization of agricultural industry development, has become the key to solve the "three rural issues". As farmer cooperatives, in the continuous development and expansion process, has gradually become a new type of management system for large-scale development, in overcoming the current defects of peasant economy, accelerate the intensive that scale, plays a certain role in scientific development. Especially the "People's Republic of China Farmer Cooperatives Law > after the release, farmer cooperatives in the country such as emerged like bamboo shoots after a spring rain, has become a new model of the current agricultural management system. The local government attaches great importance to and careful guidance, since the first in Wengyuan in 2007 county farmer cooperatives Wengyuan County town of Guandu runmao sugarcane cooperatives established farmer cooperatives in Wengyuan county began extensive development, and to promote Weng Yuannong Industry scale, increase agricultural income in Wengyuan, played a positive role in improving the living standards of farmers in Wengyuan. However, further establish and improve the management system of farmer cooperatives, improve farmers cooperatives operating system, promoting the cooperation fast, science, effective development still need to pay for a long period of efforts. This paper takes Wengyuan county within the county farmer cooperatives as the object of study, through literature review, analysis of the development process, the current domestic and foreign experience of farmer cooperatives; Wengyuan County, starting from the actual cooperative, through field investigation, questionnaire and interview, a comprehensive understanding of the overall development of the Wengyuan county farmer cooperatives, obstacles, analysis of difficulties and problems and, according to the establishment of cooperatives, positioning and management stage, from the cooperative mechanism, mode, capital, technology, manpower, philosophy and other aspects, to further explore the push The countermeasure of farmer cooperatives healthy sustainable development, in order to improve the development of farmer cooperatives in Wengyuan County, the farmers' cooperatives into Wengyuan people's income of the modern "engine", thus speeding up the process of agricultural modernization in Wengyuan, promote Wengyuan comprehensive economic and social science development. At the same time, I hope to provide valuable reference information in the formulation of relevant policies for the relevant the policy makers, to lead the agricultural management unit with more scientific and comprehensive theoretical and practical guidance for the city, the province, the development of cooperatives, so as to promote the national agricultural development, farmers comprehensive progress, rural transformation and upgrading.
